<br />Gentlemen:--Your Police Committee respect~ally reports

<br /> concerning the following m~tter sent back to the Committee byr~the ComE, on Council November 9th for

<br />~reconside~ation:
<br /> A recommendation of the Committee November 9th that ~he two .Sergeants of Police
<br />be added to the police force and that they be selected from the present police force.
<br /> Your Committee reports that they h~ve considered again the matter carefully and would rec-
<br /> ommend the following as a substitute for the preceding recommendation:
<br /> That the Council increase the ~olice force by two Sergeants of Police; that said Sergeants shall
<br />be selected from the present police force; and that in future Sergeants 'autho~mz~d to'be added to.'~he
<br />police force sh~ll be selected from the then s~isting force~
<br /> It is recommended, moreover, that the Joint Ordinance 0ommittee be instructed to prepare an or-
<br />· dinanse to cover these recommendations.

<br /> A motion to adopt the report h~ving been made, Mr. ~ithy s~id that-he objected to the proposi-
<br /> tion to confine the Beard of Police Oonmmissioners in the Selection of Sergeants to the present po-
<br /> lice force; and that-while~he thought the Board should select Seargeants from the police force, if
<br /> capable Sergeants couldbe found in 2he body, yet they should be allowed to go outside for selec-
<br /> tions when they might deem it advisable so to do.
<br /> · The chairman of the Police Committee explsdned his position~ in the matter aud urged tthe adop-
<br /> tion of the report.

<br /> There was some discumsion of the report and of the amendment to it, when the ~ne~dment w~s lost;

<br /> Gentlemen:- Your Oommittee on Government of Virginia Cities beg to report as follows:
<br /> We were in attendance upon the several sessions of the Sub=Oommittee and General Committee held
<br /> in the Jefferson Hotel in the Oity of-Richmond, on January the 6th and 7th. The three sessions of
<br /> the Sub-Oomm~ttee were~held on the 6th from 10 A. M. to 12-50 P. M., fr6m'l-~0'~to6 P.~E.. and from
<br /> 8 te ~-~0 P. M. ~ne two sessions of the General Committee were held o~the ?th.~from l0 A. M. to
<br /> 12 M., and from 1-30 to ~ P. M.
<br /> The following named cities were represented:
<br /> Richmond, Norfelk~ Portsmouth, Newport News, Al-
<br /> exandria, Roanoke, Lynchburg, Danville, Petersburg, Fre~rieksburg,Hampton.
<br /> The object of the Co~rence was to discuss, the advisability of so amending, the ConstitutiOn
<br /> and general laws as to permmt ei'$imm to changetheir for~ of government, if they should deem it ex-
<br /> pedient to do so.
<br /> Nhile there were m.a~. vary~ opinions as to how cities should be governed, and much discuss-
<br /> ion along these varmous lines, yet~he"¢Onference, as a whole, was of the opinion that the end to
<br /> be reached in effecting any change i~ city government is to secure moredireet responsibility, great-
<br /> er efficiency and greater ~conomy; holding to the home rule idea that any legislation shonld be so
<br /> drawn as to provide that it might be-accepted or rejected by the cities themselves.
<br /> The following ~re the resolutions finally adopted by the Gene=al Committee:
<br /> "R~solved, tha~ the Gen~r~l Assembly be petitioned to t~ke such steps as may be necessary
<br /> to amend artmcle 8 of the Constitution of the State mn ouch maimer as not to require the division
<br /> of cities into wards, or the bi-came~al plan ~ Governm~t by Gouncils,~nd in .such manner as tO
<br /> permit the adoption of government by a m~Icipal commission, together with ~such e~ther provisions as
<br /> may tend to the establishment ef local self governme~ in cities; provided that any such amendment
<br /> to the Constitution shall provide that it sh~ll be-optional wi~h e~ch city, to be determined bya
<br /> majority of the qualified voters,~ whether or not it will change its ~resent form of government.
<br /> "Resolved, that the next Legislature be petitioned to. so amend the so existing general laws,
<br />'or to enact such new laws, as to permit mz~y city of the firstclass (w~Lich shall, in such ma~uer
<br /> as may'be prescribed by law, elect to accept the provisions of said law) to have and establish an
<br /> Administrative ~oard~ to be elected by the people of said city, consisting of not more than three
<br /> members; the samd board to have charge o~ all the administrative affairs of such city, including
<br /> especially all the administrative powers now exercised by the various standing Oouncil committees
<br /> and standing boarAs of commission, e~cept theL School Board, s~bjec~ to such rules a~d. regulations
<br /> as may be prescribed by the oo~eils; the said law to provide further that~ at the option of the soy-
