<br /> On motion, the report of the Oommittee was adopted, and the recommended raise of salaries for
<br />firemen at the Sewer Power House was referred to the Joint Finance Committee.

<br /> It was observed that there was a committee present from the Norfolk Oity Oouncil in regard to
<br />consolidating the cities of Norfolk and Portsmouth, and it was moved that the rules be suspended to
<br />hear from the 0ommittee. The motion was adopted.
<br /> ~hereupon, ~r. Wm. H. Sargeant, Jr., ehairm~n of said ~ommittee. made a few remarks concerning
<br />the benefits to be delved by Norfolk and Portsmouth from their consolidation, and then requested
<br />the~Oouncit of Portsmouth to consider the following ordinance proposed by the Council' of Norfolk:

<br />ene~l Assembly of Vmrgir~a, approved ~reh 15, 19Ob, relative to the annexation and consolidation
<br />of cities, that it is the desire ~f said 0ity to be consoiidatedwith the ~ity of Port,mouth, Vir-
<br />ginia.
<br /> "P~rsua~t to said Act of the General Asserably declaratory provisions are hereby made on the
<br />follo~rlng s~bJeets-~-to-wit:
<br /> "First. Then amc suggested for the proposed municipal government is "GREAT~
<br /> ~Second. It is desired that the p~oposed m~mioip~lity shall be governed bY the charter~of the
<br />City of Norfolk.
<br /> "Third~ The inducements to consolidation shall be the incidental and ordinary benefits of ci-
<br />tizenship in the proposed municipality,
<br /> ~Fourth. The consolidation and annexation committee of the City Conneil of the said 0ity of
<br />Norfolk is hereby appointed a committee whose duty it shall be to present a certified copy of thi~
<br />ordinance to the~o~il'o£ the City of Portsmouth, ~nd to confer with a similar committee there-
<br />from, if such eo~ tree be appointed, and in conjunction with such committe~ to adjus~ and settle
<br />the terms of consolidation. ~z~l to prepare and perfect an ordinance designed to effect the desired
