<br /> "First. The Election of a City Collector to fill the unexpired term of R. A, Hutchins, deceased.

<br /> WSe,ond. A recommendation of the Joint ~inanee Committee as to pay of ~he incoming ~ity 0el-
<br />lector and other matters connected with that office..

<br /> "Third. The election of a Board of Police Commissioners, for the term of two years beginning
