Some question h~ving been raised as to recommendation of a 0ommittee of less than a quorum, ~r. -~yler moved that the matter be taken .out of the ha~ds of the Committee and asted upon. Mr. Hall moved to amend that the claim be rsferred to the Joint Finance Committee.
