October 29, 2002 <br /> <br />· One of the educational facilities' improvements includes funding for the relocation of <br />the Portsmouth Campus of TCC from Suffolk to Portsmouth (approximately $25 million). <br />Other TCC projects include a sciences building at the Virginia Beach Campus and a <br />regional automotive workforce development center at the Chesapeake Campus. <br /> <br />Financial Impact: <br /> <br />· The City incurs no financial liability from adoption of this resolution or passage of the <br />higher education referendum. <br /> <br />· The new location of the TCC Campus will provide more convenient access to higher <br />education opportunities for Portsmouth citizens. <br /> <br />· There will be both direct and indirect economic benefits resulting from the relocation <br />of the TCC Campus into the Portsmouth city limits. This Campus will bring in students <br />from across the region into Portsmouth and will assist in providing a more readily <br />available, highly educated, and productive workforce for local businesses and industries <br />in Portsmouth and Hampton Roads. <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Moody, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION ENDORSING THE CONSTRUCTION AND CAPITAL <br />IMPROVEMENT PROJECTS FOR INSTITUTIONS OF HIGHER LEARNING WHICH <br />ARE THE SUBJECT OF A REFERENDUM AND GIVING THE VOTERS OF THE CITY <br />OF PORTSMOUTH AND THE REG1ON THE OPPORTUNITY FOR PASSAGE OF <br />THE REFERENDUM ON NOVEMBER 5, 2002. <br /> <br /> WHEREAS, the General Assembly has approved legislation authorizing a <br />referendum question concerning the issuance of general obligation bonds of the <br />Commonwealth of Virginia for higher education facilities; and <br /> <br /> WHEREAS, the amount of the bonds is $900,488,645, and the proceeds will be <br />used for facility improvements at Norfolk State University, Old Dominion University, the <br />College of William and Mary, the Tidewater Community College system, and other <br />institutions throughout the Commonwealth; and <br /> <br /> WHEREAS, in particular, the proceeds from the bonds will finance the relocation <br />of the Portsmouth campus of Tidewater Community College from Suffolk to Portsmouth, <br />an action that will be of immeasurable benefit and convenience to the citizens of <br />Portsmouth.. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That it hereby endorses the construction of the proposed facilities for the <br />Commonwealth's institutions of higher learning. <br /> <br /> 2. That it hereby endorses and pledges to support passage of the bond <br />referendum for higher education on November 5, 2002. <br /> <br /> 3. That it hereby endorses giving the citizens of the City of Portsmouth and <br />the Commonwealth the opportunity to vote to pass the bond referendum for higher <br />education on November 5, 2002." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Randall <br />Nays: None <br /> <br /> <br />
