October 29, 2002 <br /> <br /> At a Called Meeting of the City Council on Tuesday, October 29, 2002, there <br />were present: <br /> <br />Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. <br />Moody, Jr., Marlene W. Randall, City Manager C. W. McCoy, City Attorney G. Timothy <br />Oksman. <br /> <br />02 - 315 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />October 29, 2002 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />02 - 316 - The following items were discussed in Public Work Session: <br />1. <br /> <br />02 - 317 - Motion by Mr. Moody, and seconded by Ms. <br />Meeting pursuant to provisions of Section 2.2-3711(A) <br />discuss or consider the following: <br /> <br />School Board Chairman's Report - Elizabeth N. Hudgins/Facilities Plan - Sidney <br />Duck <br /> <br />Code Amendment - Chapter 40 - Robert A. Baldwin <br /> <br />Environmental Management Systems (DEQ) - Presentation by Dennis Bagley <br /> <br />Interim Drought Water Surcharge Withdrawal Statement read by C. M. McCoy <br /> <br /> Randall, to go into Closed <br /> of the Code of Virginia, to <br /> <br />legal matters requiring the advice of legal counsel, as per subsection 7. <br /> <br />The subject matter shall be appointments and legal matters, respectively, and the <br />purpose shall be to protect the public interest in having frank and orderly <br />consideration and discussion of this confidential subject matter. <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Ms. Randall, and seconded by Mr. Moody, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br />1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br />Only such public business matters as were identified in the motion by which <br />the Closed Meeting was convened, were heard, discussed or considered in <br />the meeting by the City Council. <br /> <br />The motion was adopted by unanimous vote. <br /> <br />appointment to boards and commissions, as per subsection 3; and <br /> <br /> <br />
