October 8, 2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, October 8, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. <br />Randall, City Manager C. W. McCoy, Deputy City Attorney George M. Willson. <br /> <br /> Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on September 20, 2002, a Called Meeting on September 24, 2002, and <br />a Regular Meeting on September 24, 2002, and was adopted by unanimous vote. <br /> <br />02 - 301 - Presentations: <br /> <br />· Proclamation presented to Mr. Ned McCabe for September 11th Commemoration <br /> Appreciation Day". <br /> <br />· Presentation by C. W McCoy to the Portsmouth City Council. <br /> <br />- Public Hearing - <br /> <br />02 - 302 - Public hearing on group housing use permit, use permit, and code <br />amendment applications: <br /> <br />(a) GHP-02-04 <br /> <br />DOWNTOWN NEIGHBORHOOD - Van John Hildreth requests a <br />Group Housing Use Permit to construct three (3) loft apartments at <br />915 High Street. The Comprehensive Plan recommends <br />commercial development. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that GHP-02-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(b) UP-02-18 <br /> <br />WESTHAVEN NEIGHBORHOOD - Jeffrey Grant requests a use <br />permit to operate a dog grooming business at 1527 Rodman <br />Avenue. The Comprehensive Plan recommends commercial uses. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that UP-02-18 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(c) CA-02-05 <br /> <br />CITYWIDE - The City of Portsmouth requests an ordinance to <br />amend Chapter 40 of the Code of the City of Portsmouth, Virginia <br />by amending Section 40-44.1 and Table 40-44-4 pertaining to <br />dimensional requirements for nonresidential districts; Section <br />40-43.4, Tables 40-43.1-1, 40-43.1-2, and 40-43.1-3 pertaining to <br />conditions for accessory dwelling uses and structures; and Section <br />40-71.2 and Section 40-73 pertaining to parking lot screening and <br />landscaping requirements. <br /> <br />1. William J. Cradick III, 3314 Broadway Street, spoke in opposition to this item. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Moody, to defer consideration of <br />CA-02-05 to the meeting of October 29, 2002, and was adopted by unanimous vote. <br /> <br /> <br />
