October 8, 2002 At a Regular Meeting of the City Council on Tuesday, October 8, 2002, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, City Manager C. W. McCoy, Deputy City Attorney George M. Willson. Councilman Charles B. Whitehurst, Sr. opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting on September 20, 2002, a Called Meeting on September 24, 2002, and a Regular Meeting on September 24, 2002, and was adopted by unanimous vote. 02 - 301 - Presentations: · Proclamation presented to Mr. Ned McCabe for September 11th Commemoration Appreciation Day". · Presentation by C. W McCoy to the Portsmouth City Council. - Public Hearing - 02 - 302 - Public hearing on group housing use permit, use permit, and code amendment applications: (a) GHP-02-04 DOWNTOWN NEIGHBORHOOD - Van John Hildreth requests a Group Housing Use Permit to construct three (3) loft apartments at 915 High Street. The Comprehensive Plan recommends commercial development. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that GHP-02-04 be approved on first reading, and was adopted by unanimous vote. (b) UP-02-18 WESTHAVEN NEIGHBORHOOD - Jeffrey Grant requests a use permit to operate a dog grooming business at 1527 Rodman Avenue. The Comprehensive Plan recommends commercial uses. Motion by Mr. Moody, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that UP-02-18 be approved on first reading, and was adopted by unanimous vote. (c) CA-02-05 CITYWIDE - The City of Portsmouth requests an ordinance to amend Chapter 40 of the Code of the City of Portsmouth, Virginia by amending Section 40-44.1 and Table 40-44-4 pertaining to dimensional requirements for nonresidential districts; Section 40-43.4, Tables 40-43.1-1, 40-43.1-2, and 40-43.1-3 pertaining to conditions for accessory dwelling uses and structures; and Section 40-71.2 and Section 40-73 pertaining to parking lot screening and landscaping requirements. 1. William J. Cradick III, 3314 Broadway Street, spoke in opposition to this item. Motion by Mr. Griffin, and seconded by Mr. Moody, to defer consideration of CA-02-05 to the meeting of October 29, 2002, and was adopted by unanimous vote.
