There is no record of the Local Board authorizing its mitres er ~ny one else to contrac~ a bill for l~nber; but on November. 5th the s~id Boa~d aek~owIe~ged the bill, a~d on December ~0th approved it for payment. As the Council has never ma~e an appropri~tioD to cover this bill, in ~onsideration of its large amount and the irregular manner of its contraction, we would recommend that it be referred to the 0ity Attorney let his opimion as to its legality. The bill of A.R, B~ssett, registrar, seems tQ ~e excessive, and we would recommend tha~ it be referred to the Local Board for investigation. ~he bill of A. E.
