<br />time, that they met with ~looked For difficulties in the work (some of the trouble caused by t~ae
<br />City itself); a~i beeause of these fae~s and because, moreover, the work w~s completed befo~eth~
<br />· ard was prepared to ?~ke use of.it, it is recommended ~hmt the penalty of $4,020. be not exacted of
<br />s~id Co~; a~d-it ms recommended further ~hat a balance due them of $96~.~0 which was held up on
<br />the l~st payment, be paid also.
