concerning the following matter referred to the Joint Ferry ~ommlttee October 10, 1911:

(With City Attorney). To ~scertain by what right the Ferries Company can use a ferry boat to
ply between Norfolk and Portsmouth and Newport News.
We have looked into th~s matter carefully and report that, in our opinion, the City has
absolutely no control of the floating property of The Ferries Company so long as it maintains its
schedule between Portsmouth and Norfolk, Portsmouth and Berkley, Mud Norfolk and Berkley, and other-
wise complies with the terms of its lease.
