<br /> Mr. Markham moved that the $1~00.00, allowed in the budget for 191~ to pave Third street, be
<br />made available, but the appropriation was referred to Finance Committee for consideration.

<br /> Mr. Markham now desired to take up the question of filling vacancy on the Board from the Fourth
<br />Ward, and. he nominated Mr. Benjamin H. Foster to fil2 said vacancy.
<br /> Mr. Davis moved to postpone action in filling the vacancy until the~next regular meeting of b~dy.
<br /> The motion by Mr. Davis was adopted, and by the following vote:

<br /> Mr. Davis moved to refer to Ordinance Committee the advisability of an ordinance in regard to
<br />the manner in which supplies may be obtained by the several City Departments.
<br /> The motion was adopted.

<br /> Mr. Markham offered a resolution, ~he substance of which was as fotlow~: ~
<br /> The appointment of a conmnittee of ten to further investigate ~e "Ferry Bill" and to ~for~late
<br />charges, if they should think advisable, against any and al2 parties connected with said bill; that
<br />the parties so charged be notified of the s&me~and be allowed, if they so desire, to be represented
<br />by attorneys at a hearing to be. held before a Joint Session of the Council; and that the Committee
<br />be authorized~to employ a stenographer for taking down the evidence produced at such hearing.
<br /> Mr. Davis~ desired to know if the resolution by Mr. Markham was intended as an amendment to the
<br />original motion.
<br /> Mr. Markham replied that he had offered a joint ~esolut~on,
<br />branches separately, which required action by the two
<br />
<br /> Mr. Davis raised the point of order, that if.~the r~?sotution did not amend his motion then it was
<br />out of order, and he appealed to the'Chair to rule on this question.
<br /> The Chair ruled that Mr. Markham's resolution was an amendment to the original motion.
<br /> Mr. Markham. in discussing his resolution s~d~'' ~h~ the Committee had been named to investigate~
<br />but~ not.. to make findings,, mud if the Aldermen ~dopted the report, as submitted they would simply be
<br />a~op~mng, the~ charges, against the three, officiateS, char~ed~ with dereliction. The report especially
<br />re,rained ~rom making any recommendations and s~mply stated the findings on the evidence before the
<br />0ommittee. And he stated further, that Mr. Slater being the Clerk to the Councils should have a
<br />hearing before a Joint Session of both branches~ the City Attorney should be answerable to the Mayor,
<br />and Mr. W. Jones Williams ~o the body o£ which~e is a member, the Board of Aldermen.
