in concerning the following matter ~eferred to the Joint Ferry Committee October 10, 1911:

(With City Attorney). -To ascertain by w~at right the Ferries Company can use a ferry boat
to ply between Eorfolk and Portsmouth and Newport News.
We have looked into this matter carefully and rcpo~t~tha~ in ~G~ opinion, the City
has absolutely no control of the floating property of ~The ~erries Compan~ so long as it main-
tains its schedule between Portcmouth and Norfolk, Portsmouth and Berkley, and Norfolk and Berk~
ley, and otherwise complies with the terms of its lease.
