<br />Wednesday, ~ovember ~, 1911, at 8 o'clock P. N., to consider the following matters:
<br /> "First. The election of two members from the City. of PortSmouth on the Board of Harbor Com-
<br />missioners, to fill the places thereon of Hubert D. ~rd and W. C. Nash, whose terms of office
<br />will expire January 1, 191E.
<br /> "Second. To hear from Dr. Powhatan S. Schenck, Health Officer of Norfolk, in regard to the
<br />advisability of appointing Dr. Vernon Brooks, Health Officer of this City, a delegate to attend
<br />the Health Congress to be held in Havana, Cuba.

<br /> Er. Eontague ~oted that Dr. Schenck, Health Officer of Norfolk, was present and he moved
<br />that the matter in which he was concerned be take~ up first. ~ne motion was adopted.
<br />Whereupon, Dr. Schenck, and Dr. Brooks, Health Officer of Portsmouth, addressed the
<br />meeting on the advisability of sending him, Dr. Brooks, to attend the Health Congress in Havana.
<br />
<br /> Mr. Hall then moved that this body recommend to the
<br />appropriation of $1~0.00 to send Dr. Brooks to Havana.
<br /> The motion was adopted.
<br />

<br /> Next, was taken up the election of ~wo members to the Board ~f Harbor ~ommissioners.
<br /> Whereupon, after a conf~rence~amo~g the members o~ the Co~uuc~l, the names of C~o. H.
<br />Harne¥ end Kemp Plummet were put mn nommnatmon, and they were e!ectedbythe following vote,
<br />the vote being the same for each:

<br /> ~r. Parrish then stated that ther~was a vacancy on the School Board from the First Ward,
<br />c~used by resignation therefrom of T. J. Wool, and he would like to see s~ch vacancy filled.
<br /> There was no objection offered ~o taking up the mztter, when Er. Parrish nresented
<br />the name of John Nash to fill said vacancy and he was elected by the follow~ing vote~

<br /> Er. Reynolds also asked permission to present a petition from sundry residents of the Four-
<br />th Ward to establish a fire eom?any, equip it with ap_,.-~ratus, and to erect a house on a lot o~-
<br />ed by the City on the south side of LinColn street, between Third and Fourth_streets.
<br /> There being no objection thereto, the petition was read and was referred to the Joint
<br />Fire Committee.
<br />
<br /> ~.~Parker asked that t~ members of the~Sixth Ward Local Board be appointed to meet with
<br />the Council committee and committee from the Business Men's Association, for a conference con-
<br />cerning street oar routes, trackage, ac.
<br /> The request was granted and he, Er. Parker, named W. E. Henry and S. E. Lewis of said
<br />Board and they were~so appointed.
<br />
<br /> The Chairman of the Public Property Cow~ittee presented the plans for the new Clerk's of-
<br />fice and asked that his Commzt ee be authorized to advertise for bids to erect said building.
<br /> On motion, ~aid request was granted.
<br />
