<br />and as well looked after as any section in the country. They requestsd~further the co-opera-
<br />tion of the City of Portsmouth in the s~or~ to car~y out the prg~zam ~utli~d by the Hampton
<br />Reads Health Association, explaining that itlis necessary that the cities about Hampton Roads
<br />should act in concert in all matters affecting the health conditions of this section.
<br /> Following these gentlemen, Dr. Vernon Brooks, Health Officer of Portsmouth, read a report
<br />concerning these matters, and Messrs. Hall~ Davis~ and other members of the Council also mpoke
<br />in approval of same.
<br /> Whereupon, on motion, it was ordered that a committee be appointed ~o investigate
<br />the needs of the Health Dspar~men~ of the City and report, and Messrs. Brinson, Bilisoly, and
<br />Hawks were appointed to said committee from the Common Council and Davi~ and Langhorne from
<br />the Board o£ Aldermen.

<br />Second. A continuance of the "White Nay" on High, ~ffingham and County streets.

<br /> After some discussion of the matter~ ~r. Privett moved that the lighting of the "White
<br />Way~~ as now mmintained, be continued fdr~th~month of April, and that an appropriation for
<br />same be referred to the Finance Comm~ittse.
<br /> Mr. Brinson ~pposed this motion~ giving as his reasons for same that he did not
<br />think the City ought to take over the lights on County and Effingham streets as they wets
<br />stric~ly~speaking not a part of the "White Way," but were used especially for private bene-
<br />fit. However, the motion by Mr. Privett was adopted.

<br />Next, the question of annexing to the City Port Norfolk and Pinners Point was considered.

<br /> On motion~ the rules were snspended to hear from citizens present on the subject and they
<br />were invited to speak. A discussion of the ~tte~ was entered into, but as the crowd in the
<br />Co,~ucil chamber was too la=g~ for comfort the Council adjourned to meet in the Hustings Court
<br />room. Ther~ the discussion was continued and engaged in by Messrs. Parker, Watts~ Davis, Thurs-
<br />ton, Butler, Barksdate, P~ilton~ ~arkham, Hall, ~orris, Brinson, &c.
<br /> Finally, on motion of Mr. ~arkham~. it was decided to have a committee of five from the Com-
<br />mon Counodl and Board of Aldermen to consider the muestion of annexation and to reoort to the
