<br /> The report having been read, ~. Cooke said that he objected to the section relating to
<br />bills of~the Portsmouth, Berkley & Suffolk Water Company, so far as it recommended the payment
<br />for water h~d~ants in the Sixth and Seventh Wards by said Wards.
<br /> Er. Hall vacated the Chair, which was then occupied by ~&r. Tyler.
<br /> The matter of pa~snt ~orwater hydrants in the Sixth and Seventh Wards was discussed at
<br />some length by Eessrs. Parker, Cooke, Johnson, and Fall.
<br />When N~. Johnson offered the following substitute for recommendation of the Committee:
<br />~That the President~ of the two branches of C~uncil be authorized to appoint one citizen,
<br />the Sixth and Sevent~ Wards one, and these two to appoint a third, for composing a Board of Ar-
<br />bitrators, to settle the disputed question as to who shouldpay for water hydrants in the Sixth
<br />and Seventh Wards, andto allow the decision of these arbitrators to be final."
<br /> Er. Tyler moved, to. amend the amendment by Nr. Johnsan so as to authorize the Eayor to ap-o
<br />point the arbitrator for the City proper. The amendment was lost.
