<br />At a special meeting of the Common Council September 15th there were present:

<br />The following directions for the special meeting were read:

<br />a special meeting of the Co,on Council for Monday, 'September 15, 191~, at S o'clock p. m., to

<br />take action with regard to certain paving on upper High street°
<br />

<br />The "call" having been read, the following report ol the_Street Committee was presented:
<br />
<br /> "Portsmouth, Va.,. September i5th, 1~13.
<br /> "The City Council,
<br /> Portsmouth, Va.
<br /> "Gentlemen
<br /> "We~ your Street Committee, beg to .report that the work of paving High street,
<br />west of Chestnut street, is progressing, but call your attention to the fact that just west of
<br />Ches~nu, street there wmll be, mn High street, two s~ree~ car tracks and on~ railroad track,
<br />and as the roadway is only sixty feet wide~ traffic on the south side of High street will, from
<br />time to time, be congested~ and to avoid this, we recommend that the Street Committee be autho-
<br />rized to narrow the sidewalk eight feet on the south side of High street, beginning at Chestnut
<br />street and running west to a point just east- of the property of the Portsmouth Coal & Ice Com-
<br />pany. That this eight feet gained by narrowing the sidewalk be used for the roadway of-this
<br />e~reet, and that the same be paved with the same material with which the roadway of the street
<br />is now being paved.
<br /> "We would also recommend that the 0o~mittee be authorized to pave with be!glum block that
<br />space occupied by the service track of 'the Se~ooard Air Line Haiiway, which will parallel the
<br />tracks of the Street Car Company.
<br /> "~Jnder date of August ~Bnd your Committee received a letter from the Chairman and Secretary
<br />of the Local Board of Improvements of the Sixth Ward, from whiah we quote as follows:
<br /> "The Board declines to have anything further to do with
<br /> the improvement work now under way, as it has been ad-
<br /> vised by the City Attorney that the Board has no re-
<br /> sponsibilities other than that of recommending to the
<br /> Council ho~ the funds of the ward shall be expended."
<br /> "Inasmuch as the Board has taken this position, and the City Engineer under direction of
<br />the Street Committee will from this time carry on the work, we recommend that all bills for pay-
<br />ments due in the progress of thi~ work be approved by the City Engineer, and the Chairman and
<br />Vice-Chairman of the Street Committee.

<br /> Mr. Parker moved to adopt the report of the Committee as a whole.
<br /> The Chairman then explained severat features of the report.
<br /> Messrs. Davis and Montague, of the Board of Aldermen, who were present, were allowed the
<br />privilege of the floor to discuss the report, and then the report was adopted and by the follow-
<br />ing vote:
<br /> Ayes~Hall, White, w~_uvey, Herbert, Baker, Goodman, Walker, Hawks, Parke~,
<br /> Beisel, Cooke, Sa~nders, i2. (Mr. Tyler being ex~ussd from voting).
<br />
<br /> The Committee desired also to report on a petition of the Virginia Railway & Power Compan~
<br />referred to it August l~th, to run a conduit on North street, between Hunter's~Lane a~ud Dinwid~
<br />die street, for the holding of wires transferred from overhead°
<br /> No objection was made to the report being made. Whereupon, the Committee reported,
<br />with recommendation, that the petition be allowed, provided two conduits between the points
<br />named be s~t aside to hold City wmres, without expense to the City.
