<br /> Tau will please call a meeting of the Common Council for Tuesday~ March Zlst,
<br />at $ o'clock P. M., to consider the following matters:
<br /> "First. Budget of Anticipated Receipts and Expenditures for the Year 1914.
<br /> "Second. A report of the joint Auditing and Finance committees in regard to manner of b~vd-
<br />ling City bills.
<br /> · Third. Matter of lending to the Sixth and Seventh Wards $~,500.00 for payment' of past
<br />due bills of said Wamds.
<br /> "Fourth. A bill of I. C~ Brinkley for supplying the Almshouse with provisions for February,
<br />
<br /> "Fifth. The Ordinance with regard $o redistricting the City of Portsmouth.
<br /> "The several committees of the Council are barred from using their respective and usual ap-
<br />propriations because of failure of an adoption of the Budget for 1914, although this Budget has
<br />been adopted by the Board of Aldermen.
<br /> "Moreover, it is thought that an agreement can now be reached with resard to the Redistrict-
<br />iht Ordinance, and it is necessary to act on said ordinance as soon as possible to be within the
<br />law provmding for same.

<br />The "call" having been read, on motion, the matters were taken up in the following order:

<br /> On motion of Mr. Hall, the Treasurer was authorized to borrow said amou;it for the
<br />pose named, and the following resolution was adopted therefor:
<br /> "Resolved, That the Treasurer bel
<br />and.he is hereby, a~thorized to make notes in The Bank of Portsmouth~ The Merchants' & Farmer~
<br />Hank, the Bank of T~dewater, and The First National Bank of Portsmouth, to Amount of Thirty-fmve
<br />Hundred Dollars ($~,500.00), to pay past.due )i}ls of the Sixth and $eventh Wards; said amount
<br />to be repaid to the City by said Wards wmth ~ mnterest."

<br /> Fourth. Bill of I. C. Brinkley for supplying the Almshouse with pro=isions for month of
<br />February, 1914.
<br /> On ~otion of Mr. Hall, t~e bill was held up until the contract between Mr. Brinkley
<br /> and the City is complied with and ~s made satisfactory to the Almshouse Commxttee..

<br /> Fifth. The following ordinance with regard to redistricting the City;
<br /> AN ORDINANOE TO DIMINISH THE NUMBER OF WARDS OF THE-CITY OF PORTSMOUTH, TO CHANGE THE
<br />BOUNDARIE~ THEREOF, AND TO RE-APPORTION THE REPRESENTATION IN THE COUNCIL AMONG THE WARDS IN THE
<br />MANNER PRESCRIBED BY LAW.
<br />
<br /> The ordinanc? ha~ing ~een read, Mm. Hawk? moved to suspend the rules in order to con-
<br />side= the proposed ordmnance at this time with a vmew cf adopting the same. The motion was adopted.
<br /> Mr. Cooke then moved to adopt the ordinance..
<br /> Mr. Hawks moved to amend that numbers be substitutedfor the Wards, instead of names,
<br />in the redistricting. The motion was adopted.
<br /> Mr. Moore moved to amend that there be five members from each of the five wards of the
<br />old pa~t of the 0ity, $ on the Common Council and ~ on the Board of Aldermen, and that the re-
<br />presentation from the Sixth and Seventh Wa~ds shall remain as at present, namely, S from each
<br />Ward on the Common Council and 1 Z~ each Ward on the Board of Aldermen, making a total member-
<br />ship on both branches of Council of ~6. The motion was adopted.
<br /> Then the ordinance, as amended, was adopted and by the following vote:
<br /> Ayes--Hall,
<br /> Oorbitt, White,Parrish, Hanvey, Herbert, Moore, Johnson, Tyler, Hawks, Beisel,
<br /> Cooke, Saunders, 13.
