That this use permit is approved subject to the following conditions= (a) A detailed engineering site plan shall be submitted to the Engineering Department for review and approval prior to the issuance of a building permit. (b) The facility shall have annual fire and building code inspections and any deficiencies noted shall be corrected. (c} Occupancy of the facility shall be limited to no more than thirty (30) residents, fifty-five (55) years of age or older or disabled. (d) A minimum of nine (9) off-street parking spaces shall be constructed on the site prior to occupancy and shall be maintained in good repair thereafter. (e) The applicant shall comply with all applicable codes, ordinances and regulations of federal, state and local governments and shall obtain and maintain in effect all necessary licenses and permits... Rev. Rudolph Perry, 513 Spectator Street, spoke in opposition to the location of a regional jail in the Hattonsvills area. Motion by Mr. Pitts, and seconded by Mr. Hawks, to adopt the following resolution, approved on first reading at the Public Hearing meeting on September 12, 1994, was adopted and by the following vote: "A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. WHEREAS, the Council of the City of Portsmouth, Virginia, on July 11, 1989 adopted a Comprehensive Plan, (CP-89-1), including a General Land Use Plan map, for the physical development of the territory within the City; a~d WHEREAS, the Planning Commission, after notice and public hearing, as required by Article IV of Chapter 11 of Title 15.1 of the Code of Virginia, 1950, as amended, has recommended that the Comprehensive Plan, including the General Land Use Plan and the Community Facilities Plan, be amended to show Public/Quasi-Public land use, in particular jail use, in the area shown on Exhibits A and B, attached hereto and made a part hereof; and
