<br />- Then?~v. Burge.ss mo~ed in regard to section 98 that the tax on teiephone~ companies~ be re-
<br />stored te ~BO0..an~ mn ~ddition B per cent on the gross receipts, ins~te?d of $500. and Z per
<br />cent; and $~00, xf there be any discrimination in rates between the cmtmes m~*dNorfoLk and Ports-
<br />mouth, instead of SV~O.O0. The motion was lost.

<br /> Mr. Frank L. Crocker was granted the privilege of the floor on behalf of the tax against
<br />insurance agents; N~. Blaokman was granted the privilege of the floo~ on behalf of section
<br />against building associations; and Mr. Ba~ksdale was granted the privilege of the floor in re-
<br />gard to sections 1 and $5 of the ordinance, that is inregard to tax on merc~ts or mercantile
<br />firms and cn land agents.
<br /> No action was taken on the tax against insurance agents but section 5~ in regard to
<br />tax on~building associations, en motion ef Mr. Burgess, was referred back to the Finance Commit-
<br />tee for a report at the next regular meeting of the body.
<br />
<br /> Mr. Hu~chins moved that the tax on merchant or mercantile firms be $10. and au additional
<br />tax of 5 pe~ cent. on,the rental va~lue.of the plac.e of buSiness in e~cess of the first $t00. of
<br />~ach value (section 1), instead of $10. and au addational tax of 6 per cent, &c.
<br /> The motion was adopted.
<br />
<br /> Mr. Whitehurst moved that the.tax on RealEstate ~a~d Tangible Personal Property for the
<br />First, Second~ Third, Feurth~ and Fifth Wards be made $1~0 for General Expenses and $.45
<br />SChool Expenses. The mormon was lost.
<br />
<br /> On motion of Mr. See, the last clause of section $8 was amended to read as follows:
<br /> "Each
<br />private automobile, SO horse power or under, $5.00$~over ~O~Aiorse power but under ~0, $10.00;
<br />more than $0 horse power,-$1~00. And each motorcycle,
<br />
<br /> Finally, on motion of Mr~ B~gess, the License Tax Ordine~ce for l~L~-I8 was adopted,
<br />as amended, and by the following vo~e:
