<br />Council for Fridays May 7th', at 8 o'clock P. M., to consider the following matters:

<br /> "First. The election of a Journeym~ P~umber and a Master Plumber to the Board of Examina--
<br />tion of Plumbers, as created by an ordinance approved by the Mayor December 24th, 1914.
<br />
<br /> "Second. Such matters in the proposed License Tax Ordinance for 1915-16 as were referred
<br />to the Joint Finance Committee, and other provisions of the same about which the two branches
<br />have disagreed.

<br /> ~The "call" having been read, Mr. Cart moved to defer the election of a journey~ Plumber
<br />and a Master Plumber to a future day and spoke in advocacy of his motion. He also read a com-
<br />munication from the City Clerk of Norfolk concerning the Plumbing Board of Norfolk.
<br /> Messrs. Reynolds and Layl~o.r said they could see no reason for deferring action on the mat-
<br />te~ and that the Counci~:~eho~X~,~aet-at~onee.
<br /> ~hereupon, Mr. Herberi moved to proceed with the election.
<br /> Mr. Markham, to amend, that the body go into a caucus to oomsider the election.
<br /> The amendment by Mr. Markham was~ adopted and the Chair vacated the Seat.
<br /> After a short whiles the Chair resumed the seat and the following gentlemen were nomina-
<br />ted for the positions of Master Plumber and Journeyman Plumber: N. V. Pearson mud W. L. Bennett,

<br /> Secsnd. The body considered next the License Tax Ordinance for 191B-16, and in connection
<br />therewith, a report of the Finance Committee proposed to be read at the next regular meetings
<br />of the ~two branches.
<br />
<br /> On motion of Er. Burgess, the recommendation of the Committee that the tax on "All other
<br />building and loan associations" be $100. instead of $E50, was adopted.
<br />
<br /> The recommendation of the Committee that sections 48, 49, 50, 53, 54, and 55, that is tax
<br />on insurance agents, be eliminated, was adopted.
<br />
<br /> The recommendation of the Finance Committee that the tax on Real Estate, Tangible Personal
<br />Property, and Intangible Personal Property, be the same as recommended to the Joint Seesion April
<br />19th, was adopted, the section to read as follows:
<br /> "That t~e tax on real estate and tangible per-
<br />soual property for the First, Second, Third, Fourth and Fmfth Wards of the Czty shall be ~l 50
<br />on the hundred dollars of assessed values thereof for General Purposes, and $.~0 on the h~n~red
<br />dollars for Public Schools; and that the tax on intangible personal property shall be $,~0 on
<br />the hundred dollars.
<br /> "That the tax on real estate and tangible personal property for the Sixth and Seventh Wards
<br />ehali be $1.41 on the hundred dollars of the assessed values thereof; and that the tax on intan-
<br />gible personal property shall be $.~0 on the hundred dollars.
<br /> "That any person failing to pay the taxes on real and personal property, imposed by this
<br />ordinance, ~ or before the 3lst day of October shall incur a penalty of two per cent on the a-
<br />mount of sazd taxes, which shall be added to said taxes by the City Collector; and a further
<br />penalty of three per cent should said taxes be not paid by December 31st, which shall likewise
<br />be added by the City Collector."

<br /> The following sections disagreed upon by the two branches April ~Oth and Z~r~ were acted
<br />on as follows:
<br /> Se~ion 5. Mr. Reynolds moved that the body concur with the action of the Com-
<br />mon Council as to same. The motion was lost.
<br /> Mr. Burgess moved to concur with the action of the Board of Aldermen as to same, namely,
<br />that the section read as follows:
<br /> "Each person, firm or corporation conducting the business of
<br />plumbing, steam or hot water fitting, or either, in addition to the merchant's tax required by
<br />this ordinances $~5.00."

<br />Section 36. Mr. Herbert moved to concur with the action of the Oommon Council as to same.
<br /> Mr. Privett to amend, that the section be adopted as adopted by the Board ~f Aldermen,
<br />
