October 10, 1994 <br /> <br /> At a Called Meeting of the City Council held on Monday, <br />October 10, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />Cameron C. Pitts, *P. Ward Robinett, Jr., V. Wayne Orton, City <br />Manager, Stuart E. Katz, City Attorney. <br /> <br />94-395 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 5:00 p.m., Monday, October 10, 199%, for <br />the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br /> By order of the Mayor." <br /> <br />94-396 The following items were discussed in <br />Session: <br /> <br />the Public Work <br /> <br />1. City Council considered the appeal of Me1 Milton regarding <br />the Commission of Architectural Review's decision concerning <br />property at 265 Webster Avenue. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to <br />conditionally reverse the decision of the Commission of <br />Architectural Review pertaining to the covering of window and <br />door trim with aluminum. Approval was granted with the <br />condition that the two front doors be replaced within 6 months <br />to be approved by the Commission of Architectural Review. <br /> <br /> Motion was adopted by a vote of 5-1 (Webb) <br /> <br />2. Comprehensive Youth Services Act <br /> <br /> Motion by <br />into Executive <br />2.1-344 of the <br /> <br />Mr. Clemons, and seconded by Mr. Griffin, <br />Session pursuant to provisions of Section <br />Code of Virginia for the following: <br /> <br />to go <br /> <br /> (1) Consideration of appointments to Boards and <br />Commissions by the City COuncil, as permitted under Subsection <br />(A) (1); <br /> <br /> (2) Consideration of the use or acquisition of real <br />property for public purpose in the southern portion of the City <br />and the use or disposition of Publicly held real property in <br />the Subsection (A) (3); <br /> <br /> (3) Consultation with the City ~ttorney and briefing by <br />staff regarding a legal matter concerning a Use Permit <br />Application, as permitted under Subsection (A)(7). <br /> <br />The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts pursuant to <br />Section 2.1-344.1 of the Code of Virginia certifying that to <br />the best of the Council member's knowledge during the <br />immediately preceding Executive Session of the City Council: <br /> <br /> (1} Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> <br />
