<br /> In accordance with the following "call" therefor, a Joint Session of the two branches of
<br />City Council was set for this date:
<br /> "Portsmouth, Va., Dec. al, 1914.

<br /> City Clerk, City.
<br /> "Dear Sir :-- "You will please call a Joint Session of the two branches of City Council
<br />for Tuesday, D~cember aEnd, at 8 o'clock P. M., to consider:
<br />
<br /> "First~ The Budget for the year 1915, to be presented by the Joint Finance Committee.
<br /> "Second. A recommendation of the Joint Finance Committee concerning temporary loans to
<br />the City. :
<br /> "Immediately follow.trig the Joint Session, the Board of. Aldermen will meet in special
<br />session to consider such items in the Budget and such other matters as may have been adopted in
<br />said Joint Session.
<br /> "Also to take up for consideration the report of the Joint Finance Commit'tee, which
<br />mas not concurred in by the Board at its regular meeting December 15th.
<br />
<br /> "And following the meeting Of the Boa~d of Aldermen, the Common Council will meet to ·
<br />consider a report of the Joint Almshouse Committee, adopted by the Board of Aldermen at its meet-
<br />ing December i5th.

<br /> But a quorum not appearing within half an hottr after the time fixed for the meeting,
<br />those present agreed to at~end a meeting to be called for Tuesday, December ~gth, at the usual

<br />At a Joint Session of the two branches of City Council December ~gth there were present:

<br />The Vice-President of the Board of Aldermen presiding.

<br /> The following directions fo~ the Joint Session were read:
<br /> "Portsmouth, Va., Dec. EZ, 1914.
<br /> "Dear Sir:--
<br /> "There was no quorum at the meeting of the Councils called for last evening
<br />December aand, but those present decided to request you to attend a meeting fo= Tuesday, Decem-
<br />ber agth, at ?:~0 P. N., to consider the Budget and the other matters propose~for consideration,
<br />of which matters you have already been heretofore notified.
<br />

<br /> The "call" having been read, the Chair suggested that the body go into a Committee of the
<br />whole to consider the matters recommended for adoption by the Joint Finance Committee and having
<br />so considered them, tha~ they arise and report to their respective bodies.
<br /> On motion, the suggestion of the Chair was adopted.
<br />
<br /> The Chair then named Er. Flournoy to preside .over the Committee of the whole and ~aca~ed
<br />the Chair.
<br />
<br />Mr. Nanvey moved to have the Budget read and acted on by Departments.
<br />Mr. Langhorne moved to amend, that the whole Budget be read first and then by sections.
<br /> The amendment by Mr. Langhorne was adopted.
<br /> Then the Budget was read.
<br />

<br /> Gentlemen:- Your Joint Finance Committee presents
<br />
<br />herewith for your adoption the Budget for 1915 and in so doing desire to say that they have spent
<br />
<br />muc~ time and have taken much pAi~s to make it acceptable to you and to the several committees.
<br />
<br /> While your Committee have not seen their
<br />for the several City Depsmtm~s and~ in some
<br />recommend, we have put down aA1 that it is be~
