Culpepper to place a pump for the storage of gasoline on the sidewalk in front of his store at the northeast corner of Fourth and Fayette streets, as pro- vided for in the other applications grants% provided the work be done under the s~oervision and to approval of the City Engineer and Chief of the Fire Department. To authorize the Treasurer to renew notes to amount of $~10~.95, falling due in ~ebruary, 1915. To allow the sum of $1,495.15 in settlement of the claim of F. J. McGuire for for work done by him on upper High street. The regular reports of Officers for the month of January, t91~, were.pre~ented and were or- dered to take the usual course. The matter of filling a vacancy on the body from the Sixth Ward, caused by the removal of W. G. Bagwell from said Ward, ordered tb lie on the table at the last meeting, was taken up. A Oommunication was read from Messrs. F. P. Baldwin and S. B. Houghton, members of the Common Council from said Ward, recommending the election o'f M~r. E. E. Frey to fill the vacancy. Whereupon,. M~. Cart nominated Mr. Frey for the position and there 'being no other nomina- tions, he was elected by the following vote: For--Davis, Markham, Langhorne, Flournoy, Cart, Barlow, Wilson, Browne, 8. NEW BUSINESS. A petition of the Seventh Ward Board for an appropriation of $400. to do chvainage work in the Seventh Ward was referred to Finance Committee.. N~. Cart had read a statement of the cost of lighting the City Jail between February 1, 1914, and February l~ 1915, commented o~ the excessive price fo~ same~ and moved to refer to Public Property C~mmmttee to ascertain mf a reduction can not be made in the cost of lightimg the Jail and Market. The motion was adopted. Mr. Cart stated that the Keeper of the. Oe~e~eries desired to h~ve fixed the orice of several small lots n~a~ the stables in the Oak Grove CemeterY, and the mat~er of fixing ire price of the lots was referred to the Cemetery Oommittee. M~. Browne moved to refer to Finance Committee to have made available the appropriation al- lowed in,he Budget for "West Park View Bridge." The motion was adopted. By the same, That the Finance Commi~tee~ when taking up consideration of the "License Tax Grdinance for 1Si~-16," consider also the advisability of submitting to a popular vote the ques- tion o£ an increase of tax for the City Public Schools, in order to maintain-their present high state of efficiency; and to separate the funds which should go for the support of t4e Schools from those for general expenses o£ the City. The matter was discussed by Mr. Browne and Mr. Davis and finally, the motion by Mr. Browne was ad~oted. .Mr. Wilson moved to refer to Street Committee to consider the condition of Third street, b~tween Fayette and $incoln. The motion was adopted. M~v. Barlow moved to rs~f~2 to Finance Committee the matter of an overdraft on the Bank of TideWat~gainst the 8iEth ~to amouut of $82.~6. The motion was adopted. Mr..Markham.moved that the Ordinance Committee consider the advisability of an ordinance preh~tbi~ing fishing and crabbing during the'spring m~ths in the waters contiguous to Wythe st~e~t~ The motion was ad~oted. ~~ On mo~tion, adjourned.
