<br /> At t~i~ point, Mr. Langhorne said he understood that.the Clerk had the resignation of W4 E.
<br />Flournoy as a member of th~s body from the First ~ard~and he mov.ed that the rules be suspended
<br />to eieot his successor.
<br /> The rules were suspended. Then the resignation of Mr. Flournoy was read and was.accepted
<br />with regret.
<br /> ~ghereupon, Mr. Langhorne nominated Mr. J. BilisolyHudgins to fill the vacancy and there
<br />being no other nominations, he was elected and by the following vote:
