November 7, 1994 <br /> <br /> At the Public Hearing Meeting of the City Council held on <br />Monday, November 7, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, Ja~es T. Martin, C~uneron C. <br />Pitts~ P. Ward Robine~t, Jr,, V. Wayne OrtOn, City Manager, <br />Stuart E. Katz, City Attorney. i <br /> <br /> Vice Mayor ClemonS opened the meeting with prayer WhiCh <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The MayOr called the meeting to order and welcomed all in <br />attendance . . <br /> <br /> 94-433 Public Hearing on rezoning, use permit applications <br /> and cOde amendments: <br /> <br /> (a) CA-94-19 CITY CODE AMENDMENT - A proposal to amend Zoning <br /> Ordinance {Chapter 40) Downtown Districts to <br /> create a Downtown Cultural and Arts zoning <br /> subdistrict. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to <br />defer CA-94-19 to the Public Hearing meeting on January 9, <br />1995, and was adopted by unanimous vote. <br /> <br />(b) Z-94-11 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request by the City of <br />Portsmouth to rezone Middle Street Mall from <br />Downtown D-1-M Mixed Use to Downtown D-1 CAT <br />Cultural, Arts and Trade. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to <br />defer Z-94-11 to the Public Hearing meeting on January 9, 1995, <br />and was adopted by unanimous vote. <br /> <br />(c) CA-94-18 <br /> <br />CITY CODE AMENDMENT - A proposal to amend Article <br />IV Historic District, to allow for conversions <br />for houses over 5,000 square feet which do not <br />meet dimension requirements. <br /> <br />Leslie R. French, III, 208 Glasgow Street, spOke in favor of <br />the amendment. <br /> <br />Heather Mewhinney, 341 High Street, spoke in faVor of the <br />~unendment. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to <br />adopt CA-94-18. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to amend <br />the motion to include the requirement of a use permit to <br />CA-94-18, and was adopted by unanimous vote. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Clemons, to <br />adopt CA-94-18 with the amended motion, and was adopted by <br />unanimous vote. <br /> <br />(d) UP-94-14 OLDE TOWNE NEIGHBORHOOD - Use permit application <br /> of Joyce DeBause to convert an existing structure <br /> to a triplex at 415-419 Court Street. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to <br />concur with the recommendation of the Planning Commission that <br />UP-94-14 be approved on first reading, and was adopted by <br />unanimous vote. <br /> <br /> <br />
