<br /> Mr. Morgan moved to refer to Ordinance Committee the advisability of an ordinance to pre-
<br />vent the staking of cows or other grazing animals on vacant lots within the City limits; and
<br />to said Committee the advisability of amending S.ec. 452, Chap. ES of the City Charter so as to
<br />prevent a person from keeping more than one cow ~n any lot or enclosu~ or parcel of ground
<br />within the City limits. The motion was adopted;

<br /> By the same, to refer to Street Committee the advisability of paving the south side cf
<br />Ann street, betweem Armstrong and Owens. The motion was adopted.

<br />t On_ motion cf Mr. Laylor, the advisability of paving the north side of Randolph street,

<br /> On motion of ~Mr. Montague, the.attention of the Street Com~ttee was called to drainage
<br />at the corner cf Fourth and Nythe streets and to condition of asphalt pavement there.

<br /> Mr. Reynolds moved torefer to the Ordinance Committee the advisability of an ordinance to
<br />prohibit the Gas Company from connecting two houses with one service pipe.
<br /> The motion was adopted.

<br /> Mr. Burgess moved to refer to Finance Committee the advisability of securing a copy of the
<br />insurance map now being prepared; and also the advisability of limiting the number of piaoes
<br />where the business of pawnbrokers may be comducte~ to three and refusing license toany person
<br />to conduct such businesswho is not a qmali~ied voter of the City of Portsmouth.

<br /> M~v. Burgess moved that the City Collector be requested to submit to the City Council at
<br />its next mem~ing.a list of back taxes with the names cf property owners who have failed to pay
<br />said back taxes impart o~ in whole, in order that Council may proceed with the sale of such
<br />property for taxes due thereon, as provided by law.
<br /> The motion was adopted.

<br /> On motion of Mr. Reynolds, the condition of gutters on Fourth street, between Fayette and
<br />Jefferson, caused by stagnant water, was referred to the Water & Sewerage Committee with ~treet
<br />Committee.
<br />
<br /> Mr. Nhitehurst moved that the attention of the Water & Sewerage Committee with Fire Commit-
<br />tee be called to condition of fire plugs at the following corners: Hig~ and Middle, South and
<br />Pine, Sixth avenue and High, Second avenue and County, County and Godwin, County and Armstrong,
<br />Queen and Effingham, and Effingham and High streets.
<br /> The motion was adopted.

<br /> On motion of Mm. ~right (Earl H.), the advisability cf purchasing a Ford automobile for
<br />the Police Department was referred to Finance and Police oommittee~.

<br /> Mr. Hanvey moved that the Finance Committee be authorized to advertise for the sale of
<br />$~O0,000.00 of bonds for a water plant. The motion was adopted. '

<br /> On motion of Mr. Flemming, the advisability of having motors attached to fire apparatus
<br />was referred to the Fire Committee.
<br />
<br /> Mr. Cart moved to refer to Public Property Committee the advisability of a fire proof ease
<br />or oases for the Commissioner of the P~enue. The motion was adopted.

<br /> On motion of Mr. Morgan, the advisability cf an ordinance requiring all delivery wagons to
<br />be properly equipped with non-drips ta~s or faucets, &o., was reTerred to Ordinance Committee.
