<br />The minutes of the regular meeting June 8th were read and were approved.

<br /> Auditing--
<br /> The Auditor reported having examined bills against the City for the month
<br />
<br />June, 1915, and recommended payment of the same to the following amounts: $4,094.16 for the
<br />City Proper; $1,O~.~8 for the Sixth Ward; and $~50.44 for the Seventh Ward.
<br />
<br /> On motion, the bills were allowed and by the following vote:

<br />spectfully reports herein concerning the following matters referred to the Joint Finance Commit-

<br />tee June 8-17tk~1915, and May l~th and December 8th, 1914:
<br />
<br /> Referred by Common Council June 8th',
<br />
<br /> Authorime~o make an appropriation for a testing machine for lights.
<br /> We report, as previously reported, that an appropriation for a t'esting machine will
<br />be provided for in the Budget for 1916.
<br />
<br />Recommitted. A petition from the Chief of Police for two more men for the police force,
<br />one for traffic duty at the corner of Court and High streets and one for duty on a motorcycle.
<br /> We report that the Chief of Police appeared before the Committee and explained the
<br />situation. He said he thought a small automobile would be preferable to a motorcycle for the
<br />use desired and that with such automobile there would be no necessity for an increase of the
<br />police force.
<br /> It is recommended that the question as to whether the police force should be supplied
<br />with a motorcycle or an automobile be referred for consideration to the Police Committee.
<br /> We report Progress as to traffic policeman at the comer of High and 0curt streets.
<br />
<br /> An appropriation of $i, 000. to authbrize the Sixth W~rd Hoard to p~ceed with work on Coun-
<br />ty street; and an appropriation to repair Glasgow street, if available funds are on ~id Belong-
<br />ing to the Ward.
<br /> It is recommended that an appropriation of $1,000. out of Sixth Ward Bond Account, _be
<br />allowed for work on County street, said work to be done under the direction of the Street
<br />mi~tee.
<br /> It is recommended that the matter of repairing Glasgow street be se~t back to the
<br />Street Committee for estimates of cost of same.
<br />
<br /> A request of the City Treasurer to b~row $~0,000. to meet Current Expenses for July, 1915.
<br /> It is recommended that the request ~e ~anted and that the following resolutio~ be
<br />dopted therefor:
<br /> ' Resolved, That the Treasurer be, and he is hereby,' authorized to make notes
<br />in The Merchauts ~ Farmers Bank~ The Bank of Portsmouth~ the Bank of Tidewater. and The First
<br />National Bank of Portsmouth, tO amount of Twenty Thousand Dollars ($~0,000.00)~ to meet
<br />Expenses of the City fo~ July, 1915; said amount to be repaid from revenues of the Oity for the
<br />current
<br />
<br /> $55. to re-imburse the Portsmouth Library Association for a granolithic walk leadipg to the
<br />public library.
<br /> We report that. since this p~oposition has been rejected by the Board of Aldermen, no
<br />action is necessary by tRe C0mmittee. ~
<br />
<br />An appropriation of $300. to screen and repair the meat and fish markets.
<br /> It is recommended that a special appropriation of $300.00, or as much of the same as
<br /> necessary, be allowed for the purpose named.
<br />
<br />An appropriation of $~50. to sewer Griffin street ~5 f~et east from Washington.
<br /> It is recommended tha~ a special .appreprxation of $~50. be allowed for the purpose.
<br />
<br /> _To instruct the proper authorities to place country carte coming to market along Crawford
<br />and uout~ streets and surplus of such carts on Middle street only; and to remove from the streets
<br />parties having the benefit of country cart rates for stands on the streets without paying market
<br />rental therefor.
<br /> We find that 6nde= the Ordinances, it is the duty of the Clerk of Market to arrange
<br />such carts in the manner called for, and it is recommended that said Clerk be instructed by the
<br />Public P~perty Committee to carry out. the r~gulations regarding the same.
