<br />The minutes of the regular meeting September i~th were read and were approved.

<br />At this point, it was noted that a delegation of colored citizens was present in the in-
<br />terest of an appropriation for the establishment cf a night School for colored youths.
<br /> Whereupon, on motion of N~. Hanvey, the rules were suspended, and several of the delegation
<br />spoke, ~rging an .appropriation of probably ~E00. for the e~tablishment of smch night school.
<br /> - The citizens were assured by the C4a~r that the petition weutd be cons~deredunder its
<br />proper head.
