Eoughton, <br /> <br />The minutes of the regular meeting October 1Sth, Joint Session October 5th, and Special Meet~ <br />October 5th were read and were approved. <br /> <br />Audit in g-- <br /> <br /> REPORTS OF COMMITTEE'S. <br /> <br />The Auditor reported having examined bills against the City for the month of <br /> <br />October, 1915, and recommended payment of the same to the following amounts: <br /> <br />City Proper; $496.55 for the Sixth Ward; $843.!1 for Sixth Ward Bo~md Account; <br /> <br />Seventh Ward. <br /> <br /> On motion, <br /> <br />$4, 159.09 for the <br />and $1, 353.41 for <br /> <br /> the bills were allowed and by the following vote: <br /> Ayes--Corbitt, <br />Herbert, ~hite, B~anch, Cain, Hanvey, Hutehins, Moore (Joe. Common Councii-~Board of Aldermen. <br /> <br />Gentlemen:-- Your Finance Committee re- <br /> <br />speetfuily reports herein concerning the following matters referred to the Joint Finance Commit- <br /> <br />tee October 1E-BOth, 1915: <br /> <br /> Referre~ by Common Council October 12th. <br /> <br /> A special appropriation of $9~5. of ~he Permanent Improvement Fund of the Seventh Ward to <br />be used as fo!lows~ $~50. for pip? lime mn Prentis Park; $150. f?r pipe line at Lincoln and <br />Washington streets; $300. for repamrs to concrete corners on pavea streets; and $~5. for repairs <br />to holes in paved streets. <br /> <br /> · It is recommended 'that said appropriation be allowed, out of Seventh Ward Bond Account. <br /> <br /> $S?~. out of Sixth Ward Bond AccOunt, to have Eifth and Sixth avenues ditched and graded. <br /> It is recommended that said appropriation be allowed, out of Sixth Ward Bond Account. <br /> <br /> An additional appropriation of $17 §. to improve the condition of the boiler room, &c., of <br />the ~!unicipal Building. <br /> It is recommended that a special appropriation to said amount be allowed for said pur- <br />pose. <br /> <br /> To make available the appropriation allowed in the Budget of 1915 for "Oourt Room," for pur- <br />chase of chairs and linoleum in the same. <br /> It is recommended that the unexpended balance of the $~00. allowed in the Budget of <br />1915 for "Court Room" be made available for the purpose named. <br /> <br />Reports of Officers for the month of September~ 19i5. <br /> We have examined said reports and it is recommended that same be filed. <br /> <br /> A petition of The National Bank of Commerce of Norfolk to be paid for ~hirteen coupons to <br />amount of $$~.50, due September 1~ 1915; said coupons having been lost in the mail. <br /> It is recommended that The National Bank of Commerce of Norfolk be paid for thirteen - <br />$oupons from sewerage bond No. 135 to l~?, inclusive, coupon No. ~, due September 1, 1915, at <br /> B.50 each, making a total of $3~.50, provided they give a proper bond to protest the City from <br />loss; and that the banks of the City be so notified. <br /> <br /> A petition of the Seventh Ward Board to be allowed $150. <br />the streets of the City during NOvember and December, 1915. <br /> Progress as to same. <br /> <br />out of <br /> <br />"excess tax~s," for use on <br /> <br /> A bill of E. Thompson, Clerk of the Court, to amount of $47.60, for copy of records in the <br />suit of Ellis B. Jobson vs. the City of Portsmouth. <br /> The City Attorney has been asked to give the Committee his opinion in regard to this <br />bill. <br /> <br /> Bil~s of the Portsmouth Suburban Water Co. for additional ~r~drant rental in the Sixt~ and <br />Seventh Wards for three months ending September 3l, 1915; ~nd also for balance due. <br /> It is recommen~ied~that said bills be paid to amount of $6,547.?1, and that the follow- <br />ing resolution be adopted therefor: <br /> "That the net~balance due by the City of Portsmouth to the <br />~ortsmouth Suburban Water Oompany for water supplied to the city in the Sixth and Seventh ~ards <br />up to and including September thirtieth, n~nateen hundred and fifteen, is $6,547.71, which bai- <br />anco is reached after allowing to said company compensation at the rate of FOrty Dollars ($40.) <br />per hydrant per annum plus such amounts as have been charged the said company for taxes and~e- <br />ducting from such compensation the amount of al! unpaid taxes.
