M., to consider: <br /> <br />1915. <br /> <br />of C~y Council <br /> <br />"First. The Budget of Anticipated Receipts & Expenditures for the Year 1916. <br /> <br />"Second. A report of the Street Committee on a Paving Program for 1916. <br /> <br /> "Third. A request of the Virginia Advisary ComJ~ittee of the Fire Insurance Companies to <br />meet the two branches of Council for consideration of Fire Protection Deviees for the City. <br /> <br /> "Immediately following the Joint Session, the Board of Aldermen will hold a special meet- <br />ing to consider such matters as may have been adopted in the Joint Bession. <br /> <br />"W. Davis, President B. of A. <br /> <br /> The "call" having been read, the Budge~ of Anticipated Receipts & Expenditures for the Year <br />1916 was presented by the Joint Finance Conm~ittee and on motion, it was decided to r~ad it and <br />adopt same by Departments, beginning with "General Administration.~ <br /> <br /> General Administration-- <br /> Mr. Markham asked for explanation about item 5 under head of "Treas. <br />urer." The Chairman of the Finance Committee explained the matter. <br /> Then Mr. Markham moved that items 3, 4, 5, ?, under head of "City Clerk and C?.ncil;" <br />5, under Audit. or; ~, 3, 4, tunder ~reasurer, 4, 5, 9, 10, under Collector s Off,ce, 3, 4, <br />under ~Commisszoner o. Revenue, ~, ~, un,er Oity Attorney, 4, 5, un.der City Enozneer, and <br />ll, 1E, 14, under "Court Officers &. Expenses;" be referred to the specmal committee to advertise <br />for bids to supply the material. <br /> Whereupon, Mr. Bariow moved, to adopt as recommended, and refer same to special committee <br />to supply the material. The amendment was lost. <br /> Then the motion by Mr. Markham was adopted. <br /> Mr. Markham asked for explanation of item 12., "Norfolk Society Prevention of Cruelty to <br />Children," and same was explained by Mr. Burgess. . <br /> Mr. Markham moved further that i~em ~, approprzation to Schools, be amended to read:: <br /> That the amoun~ allowed by law for Schools ~50¢ on the $100.) be appropriated in lieu of the <br />amount which is recommended." The motion was lost. <br /> <br />When the "General Administration" Department was adopted, as amended. <br /> <br /> Almshouse-- Mr. Markham moved that items 5, 6, ?, and 1~ be referred to the Special Commit- <br />tee to advertise for bids to supply the material. The motion was adopted. <br /> <br /> Then Almshouse Department was adopted, as amended. <br /> <br /> At this point~ Mr. Burgess noted that a committee from the "Underwriters" was present, as <br />invited in the "call," and he moved a suspension of the rules to hear from them. <br /> The motion was adopted. <br /> The Committee spoke and urged the adoption of certain ordinances for the protection of lives <br />and property in this City. <br /> The Chair assured the Committee that the matter would receive the earnest attention of <br />Council. Then the read~ng of the Budget was resumed. <br /> <br /> Health-- On motions, item 15 was struck out entirely, and items 9, }l, lB, lB, 1% were re- <br />~erred to the Special Committee to advertise for bids to supply the matermal. <br /> <br />Then Health Department was adopted, as amended. <br /> <br /> Cemetery--On motions, <br />for bids to supply the material. <br /> <br />7, 10 were referred to the Special Committee to advertise <br /> <br />Then Cemetery Department was ~dopted, as amended. <br /> <br /> Electrical-- <br /> Mr. Markham moved to strike out item 1, "Superintendent'e Salary." <br /> Mr. Hanvey explained the position of his Committee in the matter. <br /> Then the motion by Mr. Markham was adopted. <br /> Mr. Browne moved to refer items E, 3, 4,~to Fire Committee; 5 and 6 to Police Committee; <br />and ? to Light Committee. The motion was adopted. <br /> <br />Mr. Markham moved that items 1~ E,.B~ ~, 5~.6 under "Contingent fgr_HousesL, .and._ <br /> <br /> <br />
