<br /> A petition of the Board of Police Commissioners for authority to elect twenty-five patrol-
<br />men (substitutes), under recently adopted ordinance.
<br /> Ne report that we have looked into this matter, do not see the necessity for any more
<br />substitute policemen at this time, and therefore, recommend that the number of substitutes be
<br />not increased. (Signed) Farl H. Wright, Chairman

<br />On motion, the report of the Committee was adopted.
<br />
<br />UNFINISHED BUSINESS.
<br />
<br /> ~$=. Morgan moved to take up the matter of a new cemetery for the City.
<br /> The motion was adopted.
<br /> He then moved to purchase the Guthrie property adjoining the Oak Grove Cemetery, at a cost
<br />not to exceed SE, 500.00. The motion was adopted by a vote of ll to 9.
<br /> ~hereupon~ Mr. ~!ontague moved to take from the table the matter of cemeteries o~dered to
<br />lie there November 9th. The motion was adopted. '
<br /> He then moved the adoption of the Minority report therefor, that is to purchase the pro-
<br />perty offered by the Tidewater Realty Company.
<br /> Mr. Moore (Joe. S.) favored the purchase of the Beaten property, and moved the adoption
<br /> of the majority report therefor.
<br /> Mr. ~oore (Robt. L.) said that while he was a signer of the majority report, yet he Would
<br />favor purchase of the ~'uthrie prope.rty at this time, as this property could be used while the
<br />Beaten property was being prepared for a cemetery.
<br /> Mr. See said he did not favor purchase of either the Beaten property or the property of-
<br /> feted by the Tidewater Realty Company.
<br /> Much discus~sion, pro and con, for the several propositions was engaged in by Messrs.
<br /> gan~ Montague, Moo~e (Jos. S.), Moore (Robt. L. ), Wright (Earl H~), Wrig~t (Grover C, ), Hanv~y,
<br /> See, and Laylor.
<br /> Mr. See raised the question as to right of m~mbers from the Sixth and Seventh Wards to
<br /> vote on the question.
<br /> The City Attorney, who was present, gave his opinion that members of the Sixth and
<br /> Seventh Wards could vote on a selection, but not on an appropriation, for the cemetery.
<br /> Mr. Morgan then moved to postpone action on the several propositions indefinitely, but
<br /> the motion was lost.
<br /> Mr. Burgess moved to refer the question to a Joint Session. The motion was lost.

<br /> Finally, a motion was made that the property offered by the Tidewater Realty Company be
<br />~s~lected for the cemetery, bu~ the motion was lost by the following vote:

<br /> At this point, the Chairman of the Finance Committee stated that, as N~. Baldwin desired
<br /> ~e leave, he would like to have a .vote ~ak.en on a request of the Treasurer to renew notes to
<br /> amount of $42,500.00, falling due mn JahUary 1916.
<br /> On motion, the request was granted and by the following, vote:
