Markham and Herbert urged the appropriation. Several members expressed themselves <br />in favor of the appropriation but did not think the matter had been presented in proper shape. <br /> Finally, the motion was lost. <br /> Mr. Markham obtained permission to change his vote from Aye to Nay, with majority. <br /> <br />He~then moved to adjourn..
