Markham, Vice-Presiden~, N. B. Langhorne, E. L. Barlow, Lorenzo Cart, E. E. Adkms, <br /> L. Privett, J. n. Wzlson~ S. Cleburne Browne, Z. E. Frey, <br /> J. B. HudginS, <br /> <br />The following directions were read for the special meeting: <br /> <br /> "Portsmouth, Va., June £~th, 1916. <br />"~r. L. P. Slater, <br /> "City Clerk, City. <br />"De~r Sir:-- <br /> "You Will please oa~i a speeiml meeting of the Board of Aldermen for Friday, <br /> <br />June $0th', mt $ o'clock P. E., to consider the taking from the table and passing a resolution <br /> <br />to borrow $25,000. for purchase of sites for the erection of white smd colored school buildings. <br /> <br />"Very truly, <br /> <br />"L. H. Davis, President." <br /> <br /> The "call" having been rea~i, on motion, the following recomm~end~tion of the Finance Commit- <br />tee~ ordered, to lie on. the table.~y this body stirs rsgular meetin~ June 20th, wms taken up <br />and read: "That the Fznanoe Committee be mu~orized to make notes mn the sever~ City ba~s <br /> - ~ ~ " ~ ~ al ~ t <br />to amount of $2D~000. for sites for the new ,~mgh ~chool and colored ~chool buildings, s 'd amoun <br />to be included in the bond issue for Schools but to be turned into general fut..ds when bonds are <br />sold." <br /> <br /> in connection with same, Mr. Lang%orne reed ~ communication from the School Bomrd con- <br />cerning the report that the Green street School would be occupied ss s negro school. <br /> <br /> A vote about tO be taken on the orginal proposition~ Nr. N~rkham questioned the right of <br />Er. Privett to ~vote~ ss he said ~. Privett was no longer $ resident of the Third Ward and had <br />moved into the County. However, the Chair ruled that Er. Privet~ h~d ~ right to vote. <br /> Er. P~ivett w~s allowed to vote, with the understanding that the legality o£ his vote <br />would be pmssed on by the City Attorney, when the following vote wes recorded: <br /> <br />Ayes--Davis, Langhorne, Hudgins, Bmrlow, Adams, Privett, Wilson, Bromine, 8. <br /> <br />Nays--~arr, E~rkha~, 2. <br /> <br /> On motion~ the City Attorney w~s instructed to give his opinion ms to whether Er. Privett <br />is~ mt this time, m member of the City Council. <br /> <br />On motzon~ ad~o~&rnea. <br /> <br /> <br />
