<br /> A communication w~s read from the Board cf Health requesting that a complaint of James V.
<br />Parker of the unsanitary ~tr~inage at the northeast intersection of Glasgow street and Second
<br />avenue, in the Fifth Ward, be promptly attended to.
<br /> On motion of Mr. Langhorne, the communication was referred to the Street Committee.
<br />
<br /> A statement of Willcox, Cooke & Willcox, of amount due by the City of Portsmouth to Ellis
<br />B. Jobson, by re,son of judgment, $3,Y53.33, with interest on $3,500. from July l, 1915, until
<br />paid, was referred to the City Attorney.
<br />
<br />A petition of W. F. Shaw to be refunded $5.~0, paid in error for soil tax for the year
<br />Seventh Ward, was referred to the Finmnce Committee.
<br />
<br /> A petition of Counsel for Mrs. Helen S. ~ebster and Miss Ella J. Cassell~for a change of
<br />location of the ditch ru~ning across lot ~t the northeast corner of Duke and Effingham streets
<br />wms referred to the Street Committe~.

<br /> On motions, the following matters were referred to the New Council which comes in September
<br />let:
<br /> A petition o£ the School Board to be relieved from payment of taxes on the property recent-
<br />ly purchased for the purpose of erecting thereon a High School building.
<br />A bill of the Coroner to amount of $~27.50, for the months of February to July, inclusive.
<br />A communication from the Governor of Virginia, accompanied by m letter from General W. W.
<br />Bale to the State Secretmry Y. M. C. A., asking Council to make an appropriation for the support
<br />of the U. E. O, A. on the Mexican border.
<br />
<br /> At this point, Mr. La~ghorns stated that he had voted to refer to the Finance Committee
<br />the section of the Public Property & Schools Committee's report relating to repairs to the
<br />Jail under~the impression that such repairs might be delayed; but that he now believed said
<br />repairs are urgent, and would, therefore, move a reconsideration of the vote to refer the mat-
<br />ter to the Finance Committee. in order to adopt the recommendation.
<br /> The motion to reconsider was ~iopted, and then the recommendation,by the following vote:

<br /> Mr. L~nghorne ~oved ~ha~ this body concur with the action of the Common Council June l~th
<br />in allowing Joseph Pate, street ~and, pay for 37 days lost from duty because of injuries received
<br />by him in February. The motion was adopted.

<br /> On motion of Mr. La~ghorne, the attention of the Board of Hes~lth wms called to the condition
<br />of Washington street, south of Lincoln.
<br />
<br /> Mr. Markham moved that the Mayor be instructed to investlg~te by what authority the $20,000.
<br />for new Hi~n School and colored School buildings was turned over to the School Board.
<br /> The motion was adopted.
<br />
<br /> Mr. Cart moved to'refer to the Street Committee the advisability of using some of
<br />taken from Effingham street to fill holes in unp&ved streets.
<br /> The motion w~s adopted.
<br />

<br />localities where infantile p~ralysis is s~u epidemic w~s referred to the Mayor and Board of Health.
