R. C. P, January 1~, 1916~ NEW BUSINESS. A petition of the Police Justice to be supplied with a copy of Pollard's Codeof Virginia, 1904, with ~mendments thereto, w~s referred to the Special PurehmsingO~m~ittee. A petition was ~ead from the Board of Police Co~zmissioners that the Council mlopt the commendation of the Finance Committee to supply the POlice Department with a Ford Automobile. On motion, the petition was granted. (See action on same under head of "Unfinished Business,). 8 to 8. meeting~ A hill of the City ~ttorne~ to amount of $12.60, paid for stenographic work in the case of the Portsmouth & Norfolk Corpora~tio~ vs. the City, was ~llowed. Mr. Baldwin stated that some time since there was referred to the Cemetery Committee the advisability~. -. of cutting a g~teway in 0~k Grove Cemetery, on the west side, for convenience of c~tmzens in the Sixth Ward; but that no-~ction hexl been taken in the matter, and he moved to have same recommitted. The motion was adopted. Er. Morgan stated that the m~t~er of putting a light on the West Park View B2idge had been ~eferred to the Light Committeemen November 9th~and as said Committee had not reported thereon, he would move that, under the rules, said Committee be discharged from further consideration of same; and that the Finance and ~ight committees be instructed to have the light placed on said bridge. The motion w~s adopted. · A resolution was read from the Portsmouth Bus,ness Non s Association in regard to the Govern- ment maintaining a free ferry service between the Navy Yard a~ud the City of Norfolk for the bene- fit of employees of the Yard who live in that City, and requesting the co-operation of Council in making a lo~otest to the Government against such ferry. ~r. Morga~.mo~d not to ~ndorse the action of the B. N~ A. Er. See mgreed with ~Ir~ Morgan and said he thought the Council should go on record as appro~i~ng the course of"the Government. Mr. ~ioore (Joe. S.) thought the resolution a proper one and that same should be endorsed. Er. B_urgess moved that a Committee from the two branches of Council and the Beaird of Su- pervisors be appointed to handle the m~ter. Er.-Leavitt said he did not see why the Council can not endorse the resolution. Er. Hmnvey~favored Er. ~rge~s's motion, but Mr. Reynolds did not ~avor it. Whereupon~ Mr. Bu~gess's motion was lost by~ a vote of-8 to 8. Er. See's amendment to endorse the Government!s action was lost by a vote of S to 8. '~r. Mayer & Co. o~ Cimcinnati~ inquiring whether the City would care to refund its $54,000, outsta~dtng notes into bonds.
