<br />ing the coming of the City Manager, as the resolution will serve the purpose tempormrily.

<br />Pmwnbrokers in the Ci~ I~beg to call ~our attention to Section 79 of the tax bill, (found in
<br />Vol. $, Va. Code, p~ge $12), ~which provmdes: "The Hustings or' Corporation Court of any city,
<br />and the Circuit or County Court of s~uy county, may from time to time grant a license to any
<br />citizen of"the United States, who shall produce satisfactory evidence of his good character,
<br />to exercise and carry on the business of ~ Pawnbroker in his city or county, &c."
<br /> "Under the construction placed by our Supreme Court of Appeals the word "mmy" in this sta-
<br />tute mesms must or shall. I am, therefore, of the opinion that the Council has no power to lim%
<br />it the action of the Cou~t by limiting the number of pawnbrokers ....
