<br /> "1. The Portsmouth Volunteer Firemen's Association, representing the volunteer firemen of
<br />this City, desires to h~ve October 9, of each year, officially designated in this city as Fire
<br />Prevention Day, with certain exercises in the City Public Schools by the children aud teachers.
<br />
<br /> "2. It is also desired that, as another feature of the day, the. ~ayor, the Chairman of
<br />Public Smfety Department and the Chief EnEineer of the Fire Department, together with represen-
<br />tatives.of this association, inspect all public buildings ~nd theatres and ascertain precau-
<br />tions ~gainst fire, and available apparatus for exting~ishing fires, and wh~ther adequate exits,
<br />fire-escapes, etc., a~s provided.
<br />
<br /> "~. It is proposed that this d~y~be known also as "CLF~.N UP DAY," that is, all house-
<br />keepers, store-keepers, etc., be req~este~ to remove from s~ud around their premises, all ac-
<br />cumulations such as, scrap paper, excelsior, rags and other rubbish that may be easily ignited.
<br />The public is, however, requested to keep their premises free from all such accumulations at
<br />all times, but this certain day will be set ap&rt that a general clean up may be h~d at least
<br />once each yea~, s~ud thereby greatly reduce the fire risk.
<br />
<br /> "$. It is also requested that your honorable body authorize a change in the d~te for the
<br />semi-annua~l inspection of the fire department, from the date now designated for this inspec-
<br />tion, to October 9, in order tham same can be made an official part of the exercises to be cs~r-
<br />tied out on Fire Prevention Day, October 9, 1~16.

<br /> On motion of Mr. Dashiell, the ~terk!was.lnstructed to notify the said Association that
<br />this body will co-oper~te heartily in this movement.
<br /> T~en Mr. Morris moved that publicity be given the matter andif~r this purpose a pro-
<br />clamation ce issued by the Mayor, to be published i~ The Portsmouth Star, Norfolk Ledger Dis-
<br />patch, s~ud The Virginiam-Pilot on Friday, Saturday and Sund~y.
<br /> The motion was adopted.

<br /> A communication from the Chief of Police oalllng attention to the present condition of
<br />the auto-patrol wagon was referred to the Department of Public Safety.
<br />
<br /> On motion of Mr. Morgan, the advisability of a light at ~the corner of Court and Fourth
<br />streets w~s referred to the Department of Public S~fety,
<br />
<br /> On motion of Mr. Herbert, the condition of the drain at the corner of Dinwiddie and South
<br />streets was referred to the Department of Public Service.
<br />
<br /> Mr. Herbert moved to refer to the Department of Public Service the'advisability of curb-
<br />ing a~d g~ttering Third street, between Wythe a~d Harrison.
<br />
<br /> On motion of Mr. Morgan, the advisability of discontinuing ~he Siith and Seventh Ward Local
<br />Boards of Improvemeh~ was referred to the Law and Public Service Departments Jointly.
<br />
<br /> Mr. Herbert moved that The Council meet next on .the third and fifth Tuesdays
<br />and thereafter regularly on the third and fourth ~esdays monthly.
<br /> The motion was adopted.

<br /> The motion was adopted.

<br />Mr. Morgs~u stated that Mr. T. A. Bunting has proposed that, if the City will give him
<br />the fine screenings from cinders at tn~ Incinerator, he will haul the remainder of subh screen-
<br />ingest9 such point's in the City as may be designated, without expense to the City; and he (Mr.
<br />Morgan) moved that the proposition b~ accepted. The motion w~s adopted.
<br />
<br /> Mr. DashielI moved that City Officers desiring material for their offices shall present
<br />their requisition to the Auditor first for him to endorse as having the funds on hand to meet
<br />such requisitions. Th~ motion-was adopted.
<br />
<br /> On motion, the rules were suspended to t~ke up the case of policeman J. W. Smith, summoned
<br />before the body for fighting with a citizen, instead of arresting him as he should have done
<br />under the circumstances.~
<br /> Mr. Smith wms gi'ven the privilege~of the floor in his defense. He a~knowledged the
<br />charge but thouE~t his motion was excusable.
<br /> The body seemed to thi~k that, while there may be some paliation for his act, yet it
<br />was not Justifiable.
<br /> Mr. Dashiell then moved that Mr. Smith be returned to duty, but that six days' pay be
<br />deducted from his time.
<br /> Mr. Morris thought tha~, under the circumstances, three days' deduction Would be suf-
<br />ficient, smd he so moved to amend. The amendment was adopted.
