October 19, 1916. <br /> <br />At a special meeting of The Council October 19th there were present: <br /> <br />Messrs--Oscie Dashiell, J..T. Hanvey, C. H. Herbert~ <br /> W. D. Morgan, Jno. A. Norris, 5- <br /> <br />The following directions for the sp~ciai meeting were re~d: <br /> <br /> "Portsmouth, Va.,~Octobe= 18th, 1916. <br /> "~r. L. P. Siater, <br /> "City Clerk, City. <br /> "Dear Sir:-- <br /> "Your will please call a special meeting of The Council for Thursday, October <br />19th, at ?:30 P. M., to consider the following matter. ~eferred to the dep~rtments of Law and <br />Publib Welfare, with the City Attorney, at the last meeting of said bo=y. <br /> <br /> "Advisability of a~ ordinance to prohibit ~ny person or persons from operating boarding <br />or lodging houses for more ths~u 12 persons, where there are no sewer connections with the City <br />Sewer System, <br /> "Very truly, <br /> J. T. H~nvey, President." <br /> <br /> The "call" having been read, the Chairm~n of the Department of Law presented the follow- <br />ing ordinance: <br /> AN ORDINANCE TO PRESERVE THE PUBLIC HE~TH BYPROH~BIT!NG THE CONSTRUCTION, <br />M~AINTENANCE, AND 0PERAT~OF BD~i~KHOUSE8 OR BUILDINGS OR OTHER STRUCTURES FOR LODGING PURPOSES <br />WH~E THE· SAME CAN NOT BE CONNECTED %~TH THE CITY SE~WER. <br /> <br /> Severs~l citizens present were invited to speak in relation to the matter and several spoke <br />against the erection of bunkhouses, ~c. <br /> <br />Then the ordinmnce wms adopted and by the followin~g vote: <br /> Ayes--DashielI, H~nvey, <br /> Herbert, Morgan, Morris, 5. <br /> <br /> Mr. Da~hiell moved that the Clerk be instructed, when notified by the President there- <br />for, to summon the several City Officers to appear before the Council for instructions as to <br />their several duties. The motion w~s ~dopted. <br /> <br />On motion, <br /> <br />s~ij ourned. <br /> <br /> October 20, <br /> <br />In accordance with the motion ms~ie by ~br~ Morgan at the regular meeting of The Council <br />October l~th, the body met on the mbove date to consider applications for the position of City <br /> <br /> O~e~hundred ~ud fift~-seven mpptications were received and considered and <br /> <br />ed to meet Tuesday~ evening, the 2~th, at 7:30 P. N. <br /> <br /> Those present were: <br /> Nessre--Osoie Dashiell, J. <br /> W. D. Morgan, Jno. <br /> <br />tee body <br /> <br />T. Harvey, C. H. Herbert, <br />A. Morris, Chas. T.
