N~vember 2, 1916. At mn adjourned-re-gutar meeting of The Council on the mbove date there were present: Messrs--Oscie Dashiell, J. T~ Hs~uvey, C. H. Herbert, W. D. Norg~n, Chas. T. Parrish, 5. H. ~,~-~Dashiell, Hanvey, Dashieil for the posftion, and he was elected Herbert, Morgaa, Parrish, 5. Next, the body.too~p,~:with the School Board the matter of the erection of ~.~Eigh School ~ud aColored School~l~g mud, after discussing the proposition, it was decide~ to suggest to the School Bo~rd th~ advertise for bids for the erection of these buildings.' Nm. Dashiell presented a petition from the Portsmouth Library Association, asking that the roof and chimneys of the building occupied by it be repaired. On motion, the-Public Property Department .was authorized to ~ertlse for bi'ds for the work and report on same at the next meeting of the Council. He presented also a communication from the Clerk of the ~arket calling attention to the unsmnitmry condition of th~ Vegetable Market. On motion, said communicmtion w~s referred to the Public Property Department to con- sider ~e previous motion on the subject of the Market. The mttentionoof the ~body w~s omlled to a crack in the Confederate Monument on Court street mud, on motion, th~ Public'Property Department was authorized to-haVe Er. Archibald Ogg ~xamine the condition of the monument ~ad ~he Chair~s~ of s~id Department to report to the Co~ncml the result of sadd examination. On motion, adjourned. November 3, 1916. A speciml meeting of The Council was held November 3rd for a conference with Mr. C. Fred Bonney, D~strict ~ager of ~he Chesapeake & Potomac Telephone Company concerning telephone' service in this City. ' And to receive m report from ~the Finance Department as to an mpp~oprlation to meet expenses of the Committee leaving the City with regard to selection of a City Manager. Those present were: Messrs.- 0scX~Dashiell, J~ T. Hanvey, C. H. Herbert, W. D. Morgan, Chas. T. Parrish, 5. ~=. Bonnsy =nd others representing the Telephone Compauy were pre,ont. There was quite discussion of telephone service in this City, which was concluded with m ecrm y to make the service here~atisfactory as f~r as possible. Next, the~Ch~irman of the Fins~uoe Department reported, recommending aa appropriation of $~00. to pmy the expenses of the Committee in the matter of m General Ms~uager, and said appro- priation was s~iopted by the following vo~e: Ayes--Dashiell, Hanvey, Herbert, Morgau, Parrish, 5.
