N~vember 2, l~16. At s~u adjou~ned-re-g~ula~v meeting of The Council on the above date there were present: Messrs--Osoie Dashiell, J'. T~ Hauvey, C. H. Herbert, W. D. Morgan, Chas. T. Parrish, 5. The first matter t~d~en up was the' election of a temporary KeePer of the City Cemeteries. ~hereu~on, Mr. Eo=Ean nominated Mr. W. H. Dashiell for the position, and .he was elected by the following vote: ~e.s~Dashiel!, Hanvey~ Herbert, Morgan,-Parrish, 5. Next, the oody.to$~,~p~swith t~e ~chool Board the mat~er of the erection of a~Eigh School smd a.~olored School~i~i~gs~ud, after discussing the proposition, it was decide~ to suggest to the School Board that ~'t advertise for bids for the erection of these buildings.' N~r. Dashiell presented a petition from the Portsmouth Library Association, asking that the roof and chimneys of the building, occupied by it be repaired. On motion, the-Publlc Property Department-w~s authorized to a~ertise for bi'ds for the work mhd' report on same at the next meeting of the Council. He presented also a communication from the Clerk of the ~arket calling attention to the uueanitary condition of th~ Vegetable Market. On motion, said communication w~e referred to the Public Property Department to con- sider .~e previous action on the subject of the Market. The attention of the ~ody w~s called to a crack in the Confederate Monument on Court street and, on motion, the Public'~Property Department w~s authorized to-have Er. Archibald Ogg ~xamine the condition of the monument aUd the Chair~n of s~id Department to report to the Council the result of said examination. On motion, ad-~ou~ned. November 3, 1~16. A special meetin~ of The Council was held November 3rd for a conference with Mr. C. Fred Bonney, DJ.strict ~aUager.of, The Chesapeake & Potomac Telephone Company concerning telephone' service in this City~ ' And to receive a report from the Finance Department as to an appropriation to meet expenses of the Committee leaving the City with regard to selection of a City Manager. Those present were: Messrs.- OscXe Dashiell, J. T. H~nvey, C. H. Herbert, W. D. Morgan, Chas. T. P~rrish, Bonney and others representing the Telephone Company were present. There was quite discuSsiOn of telephone service in this City, which was concluded with a ~ e Bonn y to make the service here~atisfactory as fs~v as possible. Next, the'Chairman of the Finance Department reported, recommending an appropriation of $~00, to pay the expenses of the Committee in the matter of a General M~nmger, and said appro- priation was m~opted by the following vo~e: Ayes--Dashiell, Hanvey, Herbert, Morgau, Parrish, 5. On motion, adjourned.
