<br /> Mr. Herbert presauted a bill of Capt. Jno. W. Happer, City Attorney, to .amoun~ cfi $89.96

<br /> On motion, the bill w~s allowed.
<br />
<br /> The Uice-Ch~irman~.of the Public Property Department presented and read bids which h~d been
<br />received for repairs.~o the Vegetable Market. He said that the lowest bid was S. B. Hutchins.
<br />for $99?.00 amd that ~his amount was $!47. more than had b~en aPpropriated .flor the work.
<br /> On motion, the award was made to S. B. Hutchins, and the additional appropriation of
<br />$1~?. needed to cover the bid was referred to the Finance Department; and by the following
<br />vote:
<br /> Ayes--Dashiell, Hanvey, Herbert, Morgan, Morris, 5.
<br />
<br /> Nr. Morga~ ca&led attention to the necessit~ for ta~ing some action with regard to the
<br />ou~lvert being constructed on Washington street, and moved that the City Attorney be instructed
<br />to report to the Council at a meeting to be held tomorrow evening, November 18th, what steps
<br />he h~s taken therefor. The motion was adopted.

<br /> The Chair asked the Clerk if the City Attorney ~d presented the ordins~uce requiredby
<br />J. C..Mmyer & CO. to go along with the issue of the $800,000. of notes and, bein~ answered in
<br />the negative, on motion of M_v. Morris, the City Attorney was instructed to have this ordinance
<br />prepared to be voted on by the Council ~t the meeting tomorrow evening, November 18th.

<br /> The Chmirma~ of the Public Service Department stated that there is coal needed at the
<br />Sewa~Power House~ that the Po=tsmouth~l & Ice Co. claimed that its contrac% to supply the
<br />coal ~o the Power House had expired, but said 'Company w~s willing to supply more ooml at our-
<br />rent rates for same only.
<br />~ereupon, on motion, the Chairman of s~id Department was authorized to purchase
<br />coal for .the Sewer Power House until Jsmuary l, 191?, on the best terms he could obtain for
<br />
<br /> The m~tter of preparing the ,Annual Message of the Mayor" was brought up and the need
<br />of having it out as early in the yea~ as possible.
<br /> Thereupon, the Clerk was instructed to notify the several City Officers to have their
<br />reports really for the~Nessage" by January 20, 191~.
<br />
<br /> Mr-. Dashiell raised the question as to which Department has charge of public lots, play-
<br />grounds, &c.~ a~d a~fter some discussion of ~he matter, it was agreed that the Public Service
<br />Department shall retain charge of same.
<br />
<br /> ~. Morgan spoke of the necessity for filling in low places on ~ashington street and for
<br />an a~propriation for same, and the Chair suggested that the Virginia Railway & Power Company
<br />might fill in the parking; but no further action wms t~ken on same.
<br />
<br /> On motion of Mr. Morgan, an ~ppropriation of $200. was allowed to meet expenses of the
<br />two delegates to the Association of City Managers in Springfield, Mass., November 20-23rd, and
<br />by the £ollowing vote:
<br /> Ayes--Dashiell, Hanvey, Herbert, Morgan, Morris, 5.
<br />
<br /> Mr. Herbert, Chairman of the Committee sent out of the City in the matter of investigating
<br />the ~pplicants for the position of City Manager, reported a balance of $3~.28, left from the
<br />appropriation allowed for expenses of said Committee; and he was requested to turn same over
<br />to the City Collector.
<br />
<br /> Er. Morga~ moved that the body go into executive session to consider the matter of a City
<br />~an~ger, smd same was s~iopted.
<br />
