Motion by Mr. Griffin, and seconded by Mr. Clemons, into Executive Session pursuant to provisions of Section 2.1-344 of the Code of Virginia for the following: to go (1) Discussion or consideration of a personnel matter involving the performance of a member of the City Manager's Staff, as permitted under Subsection (A)(1). The motion was adopted by unanimous vote. Motion of Mr. Clemons, and seconded by Mr. Hawks, pursuant to Section 2.1-344.1 of the Code of Virginia certifying that to the best of the Council member's knowledge during the immediately preceding Executive Session of the City Council: (1) Only public business matters lawfully exempted open meeting requirements by the. Virginia Freedom of Information Act, and from (2) Only such public business matters as were identified in the motion by which the Executive Session was convened, were heard, discussed or considered in the meeting by the City Council. City Clerk *Councilman Pitts felt that River Boat Gambling was the government's way of proposing an immoral act by using the lure of quick cask and greed to seduce'its citizens to gamble for the benefit of tax payments to the city. He also stated that he supported all other initiatives contained in the 1995 Legislative Proposals.
