November 22~ 1994 <br /> <br /> At a Called Meeting of the City Council on Tuesday, <br />November 22, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., *James C. Hawks, James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City <br />Manager, Stuart E. Katz, City Attorney. - <br /> <br />94-457 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be <br />held in the City Council Chamber, 6th floor of City Hall, 801 <br />Crawford Street, at 5:00 p.m., Tuesday, November 22, 1994, for <br />the purpose of a Public Work Session. <br /> <br /> In addition, you may consider a motion to go into an <br />Executive Session. <br /> <br /> By order of the Mayor." <br /> <br /> 94-458 - The following <br />Work Session: <br /> <br />items were discussed in the Public <br /> <br />1. Bond Anticipation Notes <br />2. Fiscally Constrained Highway & Transportation Plan <br />3. Retirement Supplement <br />4. Legislative Items <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to go <br />into Executive Session pursuant to provisions of Section <br />2.1-344 of the Code of Virginia for the following: <br /> <br /> (1) Consideration of appointments to Boards aid <br />Commissions by the City Council, as permitted under Subsection <br />(A) (1). <br /> <br /> (2) Discussion or consideration of the acquisition or use <br />of real property for public purpose or the disposition of <br />publicly held real property in the southeastern, Churchland and <br />PortCentre portions of the City, and in Suffolk, as permitted <br />under Subsection (A) (3); <br /> <br /> (3) Consultation with legal counsel and briefing by staff <br />members pertaining to an item of actual litigation (Allison, et <br />al.), and a legal matter requiring advice by counsel, involving <br />Chapter 30 of the City Code, as permitted under Subsection <br />(A) (7); <br /> <br /> (4) Discussion or consideration of a personnel matter <br />involving the performance of a member of the City Manager's <br />Staff, as permitted under Subsection (A) (1). <br /> <br />The motion was adopted by unanimous Vote. <br /> <br /> Motion of Mr. Clemons, and seconded by Mr. Ha~ks, pursuant <br />to Section 2.1-344.1 of the Code of Virginia certifying that to <br />the best of the Council member's knowledge during the <br />i~ediately preceding Executive Session of the City Council: <br /> <br /> (1) Only public business matters lawfully exempted from <br />open meeting requirements by the Virginia Freedom of <br />Information Act, and <br /> <br /> <br />
