P. <br /> <br />December 9, 1916. <br /> <br /> A special meeting of the City Council was called for the above date to consider the matters <br />set forth in the call for December ~th, at which meeting there w~s no quorum, but no'quorum <br />pearing within half an hour after the time set for said meeting, the body stood adjourned. <br /> <br />Those present were: <br /> <br />Messrs--Oscie Dashiell, J. T. <br /> <br />Hanvey, C. H. Herbert, 3. <br /> <br />December 12, 1916. <br /> <br /> A regular meeting of the City Council should have been held ion the above date, but was <br />deferred ~o December lSth, under the following agreement therefor: <br /> "Portsmouth, Va~, December ll, 1916. <br /> "Mr. L.
