R. C. P. December 9, 19t6. A special meeting of the City Council was called flor the abovedate to consider the matters set forth in the ca~ll for December eth, at which meeting there w~s no quorum, but no quorum pearing within half an hour after the time set for said meeting, the body stood adjourned, Those present were: Messrs--Oscie Dashiell, J. T. Hanvey, C. H. Herbert, 3. December 12, i916. A regular meeting, o£ the City Council should have been held on the above d~te, but was deferred to December l~th, under the following agreement therefor: "Portsmouth, Va., December ll, 1916. "}Ar. The minutes of the regularf meeting November 27th were resxl and were approved. REPORTS OF DEPARTMenTS% Law-- The Department of Law submitted no written report, verbs~l report therefor: but submitted the following Referred November 27th. A petition of the Pastor and members of the South St, Baptist Church to have removed all screens and obstructions from windows and passageways of places in the City now used for sale of soft drinks. It is recommended that the following~ordinance be adopted therefor: Ah 02die, ce to Prohibit the Obstruction of the'View of the Interior of Any Saloon or Gther Place Where Soft Drinks are Sold. To change the Plumbing Ordinances so as to increase the salary of the Plumbing inspector to $125. per month. It is recommended that the following ordinance be adopted therefor: An Ordinance to Increase the Pay of the Inspector of Plumbing. It is further recommended that the followi~ ordinance be adopted: An 0rdina~os to ~mend ~nd Re-ordain Section 422 of the Municipal Code in Reference to the R~nml~y f6r its Vio- lation. We desire also to present the following opinion from the City Attorney in reference to the petition of eeztain property holders on Washington street asking that the Council take steps to prohibit ~Uz.
