<br /> The next matter taken up was the'election of a Civil & Police Justice for the'term of four
<br />years from Janue~vy l, l~lT.
<br /> Er. Norris moved that the applications for said position be read and that balloting be
<br />proceeded with until such Justice be elected. The motion w~s adopted.
<br /> Then the na~es of the following applicants were read and they were put in nomination:
<br />Fester F. V. Staples, W. T. Eastwood, Harris L. Ness, J. H. Hall Jr., J. Lewis Thomas, and
<br />Vincent L. Perker. '
<br /> The vote on the first ballot was as fol%ows: Staples, l~ Eastwood, l~ Ness, l;
<br /> H~ll, l~ Thomas, 2.
<br /> And on the fifth ballot, J. Lewis Thomas received the vote of Nessre. Norris, Parrish,
<br />Dashiell, and Hanvey~ and Foster F. V. Staples, the vozss of Eessre. Herbert and Norg~n.
<br /> When Nr. Thom~s was declared elected and by the following vote:

<br /> Then the matter of electing a regula~ Policeman and t~hree Patrolmen to the Police Force
<br />of the City was taken up.

<br /> First, the applications of Eessrs. R. A, Herbert, Pearl J. Wilson, Samuel Cotton, Jr.~
<br />and W. H. Edmonds were rea~ for the position of a re~ala~ Policeman.
<br /> On the first ballot, Er. Herbert received 3 votes, Eri Wilson l, and Er. Cotton-E.
<br /> After several bmllots, Er. Herbert received 3 vo~es and Er. Cotton 3.
<br /> Therefore, there was no election, and, on motion, further voting was deferred until
<br />a~other meeting.

<br /> Then the applications of Nessrs. George D. Phelps, C. ~. Niller, and G, A. Covert were
<br />read for the positions of Patrolmen, ~ud they were elected on the first ballot by the following

<br /> ~ The resignation of Er.~ C. S. Sherwood as a member of the Board of Quarantine Commissioners
<br />cz the Elizabeth River District w~s read, was accepted, and the election of his successor was
<br />referred to another meeting of the body.
<br />
<br /> A petition was read from sundry residents on WilliaraS street, requesting that they be not
<br />compelled to connect with the City Sewerage .System until West Park View has sewerage, Er. gorgon moved that the request be .g~anted.
<br /> ~r, ~orris moved to amend, that the Bomrd of Health concurring, the request be gr~nted
<br />until such time as is necessary for connection with the City Sewerage System.
<br /> The amendment was adopted.
<br />
<br /> A petition was received from Er, William Chapman, requesting that he be allowed to place
<br />a street clock on the sidewalk near the curb in front of store No. 310.High street.
<br /> On motion, the petition was granted, the'work to be done under the supervision of
<br />the City Engineer,
<br />
<br /> On motion of Er..Norgan~'an appropriation of $7~.' was allowed for the Incinerator to meet
<br />expenses for the remainder of the year.

<br /> On motion of Er. Dashiell, the body decided to meet Tuesday evenitg, the l~th, to take
<br />up the ordinance for refunding ~200,000. of bonds~ to ~ill the vacancy on the Board of Quaran-
<br />tine Commissioners~ to consider the Budget of Anticipated Receipts & ExpenditUres for the Year
<br />191?~ and to elect a City Eanager.

<br /> Mr. Eorg&n moved to continue Joseph Barrett, a former street hand,
<br />pay for the year l~l~, unless he is able to return to work during that

<br /> On motion of Hr. Herbert, an appropriation of $225. for a fire proof door for the old vault
<br />and a steel money chest for the office'of the City Collector was referred to the Public Property
<br />Department.

<br /> On motion of Mr. Herbert, an appropriation of $Z,735.~50 to pay Interest on Notes was re-
<br />£erred~to the Fi~uce Department.

<br /> Er. Herbert moved that the City Clerk, the Auditor, and the City Collector be appointed
<br />a committee to ex~mine ~he files in the vault ih the City Collector's office, mhd to report whic
<br />of said files should be preserved, The motion w~s adopted.
