December A special meeting of the City Council was called ~or the above date to consider the matters set forth in the call for December 4th, at which meeting there w~s no quorum, but no quorum ap- pearing within h~tf an hour after the time set for said meeting, the body stood adjourned. Those present were: Meesrs--Oscie Dashiell, J. T. Hanvey, C. H. Herbert, 3. December 12, 1916. A regular meeting, of the City Council should have been held on the above date, but was deferred to December lSth, under the following agreement therefor: "Portsmouth, Va;, December I1, 1916. UEr. L. The minutes of the regular meeting November 27th were read a~d were approved. REPORTS OF DEPARTMENTS. Law-- The Department of Law submitted no w~itten report~ verbal report therefor: but submitted the following Referred November 2~th. A petition of the Pastor and members of the South St. Baptist Church to have removed all screens and obstructions from windows and passageways of places in the City now used for sale of soft drinks. It is recommended that the following ordir~nce be adopted therefor: A~ O~d~h~ce to Prohibit the Obstruction of the'View of the Interior of Any S~,~loon or 9ther Place Where Soft Drinks are Sold. To change the Plumbing Ordinances so as to increase the salary of the Plumbing Inspector to $125. per month. It is recommended that the following ord~r~ance be ~iopted therefor: An O~din~uce to increase the Pay of the Inspecto~ of Plumbing, It is further recommended that the following ordinance be adopted: An 0rdin~e to Amend and Re-ordain Section ~22 of the Municipal Code in Reference to the Penal~y fSr its Vic- . lation. We desire also to present the following opinion from the City Attorney in reference to the petition of certain property holders on Washington street asking that the Council take steps to prohibit ~.
