~January 6, 1917. <br /> <br /> At an adjourned special meeting of the City Council January 6th there were present: <br /> Messrs--Oscie Dashiell, J. T. Haavey, C. H~ Herbert, <br /> Jno. A. ~orris, W. D. Morgan, 5- <br /> In accordance wl~h a~esolution ~zlopted Js~uuary 2nd, the Chairman of the Finance Depart- <br />ment made a ver~l report as to the amount needed to erect a 0olored School Building <br />chmse m site fo= s~e, stmted that he h~ ~e=red With the School Board mbout the mmtter but <br />h~t come to no conclusion ~nd would, therefore, put it up to the Council for action. <br /> M . ~. Bri s President o~ ~he School Bomrd, stated thmt the Bo~d, he understood, <br />~nd colored School ~ildings), mt ~ in~erest~ to be discounte~ $t,09~~ P~ ~.e~c~.__ <br /> The ~tter ~s discussed by Messrs. Herbert, Mor~n, umshiell% a~ ~nvey, of zne ~o~- <br />oil, the President of the School ~rd,~mnd the Superintendent of the Schools. <br /> Mr. Hmnvey stmted that he did not think the matter very clemr and ~ould like for the <br />City Attorney ~o give his ~it~en opinion ms ~o the limit of the Council to ~e mppropriations <br />for Schools, ~d he so moved. The motion was ~op~ed. <br /> Mr. Morris suggested thmt the funds for the Schools migh~ be borrowed from ~ insurmnce <br /> compmny, but he was not prepped to say what r~te of interest would be <br /> Then ~. Eorgmn moved that ~he City Attorney be instructed to ~ve his ~itten opi~on <br /> as to whether ~he City's borrowing c~pmcity, for gener~ ~ity p~poses wo~d be limited if funds <br /> ~e borrowed by the School Board from the Stmte Liter~y F~d or from an insurance <br /> The motion was adopted. <br /> Finally, Er. Morgan mov~ thmt the question of the ~ount necessmry to complete ~he work <br /> of erecting the schools, ~s well ~s providing the funds for the completion of ~e,'be referred <br /> to %he Dep~tment of Finmnce, with instructions to m~e a definite~report to the Council. <br /> The motion was mdopted. <br /> Mr. Dmshiell moved ~t~the Ol~k be instructed to o~l the meeting of the~Oouncil for <br /> ne~ Tues~y mt y $'clook P.
