~J~nuary 6, 1~.17. <br /> <br />At sj~ amljourned speci~t meeting o~ the City Council J~uary 6th there were presemt: <br /> <br />Messrs--0scie Dashiell, J. T... Hanvey; C. H. Herbert, <br /> Jno. A. Morris, W. D. Morgan, <br /> <br /> in aocordauoe with a_resolution adopted January 2nd~the~Chairman of the Finance Depart- <br />ment m~de a ver~l report as-to the amount n~e~ ~o erect a colored School Building~%~Pu~- <br />ch~se a site for same, stated that he had conferred With the School Board about the m~tter but <br />had come to no conctusiona~d would, therefore, put it up to the Council for action. <br /> <br /> M~. F. T. Briggs, President of the School Board, stated that the Board, he u~derstood, <br />could borrow of the State Literary. f~d $15,000. on each of th$ Swo buildings (the High School <br />amd colored School buildipgs), at q~ ~nter~st, to be discounted $1,00~. pe~ annum, each. <br /> The m~tter was dmscussed by Messrs. Herbert, Morgan, Daahiell, and Hs~uvey~ of the Coun- <br />cil, thePresident of the School Board,~and the Superintenden~ of the Schoole. <br /> Mr. Harvey stated that he did not think the matter very clear and would like for the <br />City Attorney to give his w~itten opinio~ as to the limit of the Council to make mppropriations <br />for Schools, ~nd he so moved. The motion was ~dopted. <br /> <br /> ~. Morris suggested that the funds for the Schools might be borrowed from an insurance <br />company, but he w~s not prepared to say what rate of interest would be che~ged. <br /> <br /> Then Er. Morgan moved that the City Attorney be instnucted to give his w~i~ten opinion <br />as to whether the City'~s borrowing. Capacity. for general ~ity purposes would~be limited if funds <br />are borrowed by the School Board from the StateLite=a~y Fund or f=om a~ insurance company. <br /> The motion was adopted. <br /> <br /> Finally, Nr~ E~rg~u moved ~h~t the question of the amount necessmry to ,cam!~Lete the work <br />of erecting the sohoole,~ ms well as providing ~the funds for the completion of same~'be =clerked <br />to the Department of Finance, with instructions to ms~ke a definite~repo=t to the Counoit. <br /> The motion w~s adopted. <br /> <br /> Mr. Dashiell moved ~ha~..the Clerk be instructed ~o cal~ the meeting of the Council for <br />nex~ Tuesday mt ~ O'clock P. M., so as to get th~oughwith ousmn ss in time to go_to a banquet <br />to be g~ven by~ the Board of Trade of Norffo~.at ~:30. · <br /> <br /> Mr. Herbert moved to ~mend, thmt~the meeting be called at 7 P- E., and to ~djourn at <br />8:30, for said purpose. The amendment was adopted. <br /> <br />On motion, <br /> <br />adjourned. <br /> <br /> <br />
