April 10, 2001 <br /> <br /> WHEREAS, there has been presented to this body for consideration and <br />approval, a copy of an amended Plan for the project area; which Plan consists of 18 <br />pages and 4 exhibits (Amendment No. 32); and <br /> <br /> WHEREAS, Amendment No. 32 proposes to designate additional properties as <br />"To Be Acquired;" and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the <br />provisions of the Housing and Community Development Act of 1974, as amended, <br />including those prohibiting discrimination because of race, age, color, religion, familial <br />status, handicap, sex or national origin; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its <br />inhabitants that the said Amendment be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That regarding Amendment No. 32, it is hereby found: <br /> <br /> (a) That the objectives of the Crawford Urban Renewal Project, <br />Portsmouth, Virginia, can be better achieved by the adoption of said Amendment to the <br />Plan. <br /> (b) That Amendment No. 32 meets the requirements of a plan for an <br />urban renewal project pursuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as <br />amended. <br /> <br /> 2. That Amendment No. 32, having been duly reviewed and considered, is <br />hereby approved and adopted and the City Clerk is hereby directed to file a copy of said <br />Amendment with the minutes of this meeting." <br /> <br />01-117(E): <br /> <br />"A RESOLUTION AMENDING THE 1998-2002 CONSOLIDATED PLAN AND <br />APPROVING THE 2002 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S 2001 COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community Development Act of 1974, <br />as amended, and the Cranston - Gonzalez National Affordable Housing Act of 1992, as <br />amended, (the Acts), financial assistance is provided to enable localities to provide <br />decent housing, establish and maintain a suitable living environment, and expand <br />economic opportunities for Iow to moderate income residents; and <br /> <br /> WHEREAS, each of the three community planning and development programs <br />(Community Development Block Grant, HOME, and the Emergency Shelter Grant) shall <br />be operated on a single consolidated program year; and <br /> <br /> WHEREAS, the required public hearing has been held and the City Council has <br />reviewed the Amendment to the 1998-2002 Consolidated Plan adding language stating <br />that consideration will be given to adding the Jeffrey Wilson Housing Development as a <br />HOPE VI Program site (the Amendment) and the Proposed 2002 Action Plan's <br />Statement of Objectives and Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official action regarding the <br />2002 Action Plan (Plan) and the Amendment to comply with the regulations of the Acts; <br />and <br /> <br /> WHEREAS, this Council is aware of the federal regulations governing the <br />undertaking and carrying out of activities under the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that safeguards be <br />established to protect employees from using their position for a purpose that gives the <br />appearance of being motivated by a desire for private gain for themselves or others, <br />particularly those with whom they have family, business or other ties; and <br /> <br /> <br />
